Summary About the Position: Serves as Deputy to the Commander, senior administrator of the Joint Regional Correctional Facility (JRCF), providing direct supervision to facility operations, maintaining security and control. Position classified as Secondary Law Enforcement Officer position. Recruitment/Relocation incentives MAY be authorized for this position. Responsibilities Provide facility oversight to correctional programs including logistics; medical, dental, and mental health care; inmate administrative records; and religious, vocational, educational, recreational, and crime specific rehabilitative programs. Develop and implement the JRCF short and long-range goals and objectives. Formulate, revise and submit recommendations for JRCF regulations, standing operating procedures (SOPs), policies, and mission objectives. Assign work to subordinates and explains work requirements, methods and procedures. Develop performance standards and rate employees. Oversee resource management to comply with higher headquarters' planning, programming, budgeting, and execution process with regards to the goals and objectives for resource management and personnel/manpower management. Direct the Management Control Program (MCP) for the JRCF. Manage organization inspection processes to ensure objectives and standards of the program are met. Apply American Correctional Association (ACA) standards and Prison Rape Elimination Act (PREA) requirements to develop long range goals and objectives and provide oversight to correctional programs. Additional information about transcripts is in this document. Experience Requirement: Experience must demonstrate the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Specialized Experience: One year of specialized experience which includes (1) fully assisting with the direction and operations of a correctional program such as medical and mental health care, inmate records, educational recreational and/or rehabilitative programs; (2) developing policies, regulations and/or procedures for correctional programs; and (3) applying American Correctional Association (ACA) standards and Prison Rape Elimination Act (PREA) requirements to correctional programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Communications Managing Human Resources Program Management Technical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This position has been identified as a secondary position and has been approved for special retirement coverage (SRC) under the provisions of title 5 United States Code, Sections 833(c) and 8412(c) by DoD Memorandum dated August 30, 2023. Employee must meet all transfer requirements for their respective retirement system on the date of the move to this secondary position to be entitled to remain covered under SRC. In order to qualify for secondary coverage, the incumbent must have 3 years of primary retirement coverage. This position is not a bargaining unit position. IAW 28 C.R.R.
