Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number D2486000 and is part of the HI DCSIM, National Guard. LOCATION: Deputy Chief of Staff for Information Management, Hawaii Army National Guard, Kapolei, Hawaii Responsibilities SUMMARY OF DUTIES: The purpose of this position is to provide expertise in cybersecurity policy and process development; conducting audits to validate compliance; responsible for the risk management framework and ensures systems are operated and maintained IAW AR 25-2 and all applicable command, DA, JS and DOD security directives and procedures. Serves as an Information Technology Specialist providing Cybersecurity for a state National Guard headquarters. Operates within the DoD and Army security procedures, operations, and practices. Coordinates with Program Information System Security Managers and Organizational Information System Security Officer at other locations to verify or clarify information pertinent to cybersecurity/Information Assurance procedures. Maintains an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cyber Security/Information Assurance professionals. GENERAL EXPERIENCE: Experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain at least a SECRET clearance. However, TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI) may be required based on the highest classification level utilized in the state. This is an Information Security Workforce position. Selectee must meet position requirements for certification at Level II in Information Assurance Management (IAM-II). Certification requirements may be found in DoD 8570.01-M Information Security Workforce Improvement Program. All certifications are required within 6 month of employment. Position is designated as PR-VAM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level. MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
