Summary The primary purpose of work is custodial, janitorial, and outdoor landscape work with a preventative maintenance emphasis such as small plumbing and electrical repairs, grass cutting, line trimming, sweeping, washing windows from ladders or manlifts and walls, dusting and polishing museum artifacts, interpretive panels, and providing maintenance and cleaning to trash receptacles. Incumbent must on a regular basis operate light duty motor vehicles weighing up to 10,000 pounds. Responsibilities This position is located at Mount Rushmore National Memorial in Keystone, South Dakota. The primary purpose of the work is custodial, janitorial, and outdoor landscape work with a preventative maintenance emphasis such as small plumbing and electrical repairs, grass cutting, line trimming, sweeping, washing windows and walls from ladders or manlifts, dusting and polishing museum artifacts, interpretative panels, and providing maintenance, cleaning, and trash removal from multiple receptacles. Work is done by hand or with ride on or walk behind power equipment. In order to accomplish the custodial/janitorial assignments the incumbent must on a regular and recurring basis operate light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, or utility vehicles) to transport personnel, material, or equipment to work sites located at or near Mount Rushmore. This position is not a Testing Designated Position. An appointment to this position is restricted by law (5 U.S.C. 3310) to Veterans who are preference eligible if such applicants are available. All Custodial certificates must list the preference eligible first, then a certificate of non-preference eligible may be issued. This is an open continuous vacancy announcement. AREA INFORMATION: Mount Rushmore National Memorial is located three miles west of Keystone, South Dakota, in the Black Hills of southwestern South Dakota. Housing for purchase or rent, schools, medical and dental facilities, churches of most faiths, and shopping are available in Rapid City, 25 miles northeast of Park Headquarters, and in nearby Hill City and Custer. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability To Interpret Instructions, Specifications, etc. (other than blueprints) Ability To Use and Maintain Tools and Equipment Dexterity and Safety Vehicle Operation Work Practices (including keeping things neat, clean, and in order) SCREEN OUTS MINIMUM QUALIFICATIONS: Performed the most difficult and complex laborer and custodial/janitorial tasks including ability to operate trucks and trailers weighing up to 10,000 pounds; properly loading and unloading various supplies and equipment; to perform work providing laboring assistance to others in the maintenance of buildings, grounds, roads, trails, cleaning restrooms, windows, vacuuming carpets, floors, emptying trash and recyclables; operate power equipment such as floor scrubbers, floor buffers and floor strippers; and safely use a variety of hand tools such as shovels, rakes, hammers, saws, etc. Able to safely operate these vehicles/equipment in all types of traffic and weather conditions. I utilize most hand and power tools associated with these tasks including light hand and power and cleaning custodial tools. Use plumbing wrenches and channel locks to tighten loose or leaking fittings; repairs to water heaters, washing machines, lift stations, and other miscellaneous plumbing fixtures such as drinking fountains, water refill stations, pumps, compressors and condensing coils; replace washers or gaskets, and filters. I have experience performing operator maintenance on all vehicles/equipment operated (e.g. monitoring fluid levels, and checking tire pressure). Inspect and replace backcountry trail signage, repair trail water crossings and trail erosion. I perform these duties as an expert with a high degree of independence. My supervisor assigned work orally, through work orders, or with written specifications. My work was checked to see that it met compliance with work and safety standards and policies. DRIVER'S LICENSE: This position requires that the incumbent possess a valid Driver's License. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: The work performed requires moderately heavy physical effort and involves lifting and moving objects over 40 pounds and occasionally objects weighing over 23 kilograms (50 pounds). Custodial workers must move and control heavy equipment, carry and set up ladders and scaffolding, and work from ladders and scaffolds. Working Conditions: Approximately 50% of the work is indoor areas, which normally have adequate, heat, light, and ventilation. The remaining work is outdoor in nature, working along visitor use areas and trails in various weather conditions ranging from hot temperatures to below freezing conditions. The incumbent is exposed to vibration from heavy equipment and to skin irritations from strong cleaning solutions used in stripping floors, etc. Care is required to avoid serious injures when working on ladders and scaffolds. PM/Custodial Workers do work in artificial and natural light when outdoors. This position operates light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, UTVs) on a regular and recurring basis to transport personnel, material, or equipment to work sites. The vehicles operated are drive on the basis of either specific trip assignments or regularly established schedules and standard routes throughout the park under limited traffic conditions at low speeds.
