Human Resources for Health (HRH) Management Consultant

Scope of work

Overview of LHSS:

The Local Health Systems Sustainability (LHSS) project is USAID's flagship initiative in strengthening integrated health systems, with the goal of helping low- and middle-income countries move to sustainable, self-funded health systems to support universal health coverage. Led by Abt Global, this project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all, and improve the quality of health services.

Background:

The health sector in the Democratic Republic of the Congo (DRC) faces governance, procurement, and budgeting issues, leading to staff misallocation, unpaid wages, and under-resourced offices. These problems have exacerbated already high barriers to health care access and affected the quality of services. As the government expands its efforts towards Universal Health Coverage (UHC), it faces challenges in sustainably mobilizing and allocating resources, including financial and human resources, in the health system. LHSS will support the Ministry of Public Health and Public Hygiene (MSPHP) through the Human Resources Directorate and other to-be-identified stakeholders to advocate for and plan for improved and more efficient management of the MSPHP workforce.

Key Tasks:

The consultant will have the following duties and responsibilities:

  • Support desk research on global best practices in HRH management and advocacy for HRH to apply to the DRC context.

  • Conduct interviews with key stakeholders to better understand the needs of the Human Resources Directorate within the MSPHP

  • Provide Technical Assistance for the planning and development of the HRH advocacy plan.

  • Provide Technical Assistance to the DRH within the MSPHP for the development of technical documents and/or meetings

  • Provide Technical input towards the development of HRH Management Advocacy Strategy and Roadmap

  • Design and conduct participatory workshops and meetings and, when appropriate, facilitate them as well.

  • Ensure timely implementation and reporting of activities, as well as the achievement of results and accountability to USAID/DRC and LHSS/Abt home office.

  • Coordinate closely with the LHSS DRC activity coordinator and U.S.-based LHSS staff to plan and implement activities

Deliverables:

  • Report on recommendations for HRH advocacy

  • Relevant workshop/training event report(s)

  • Short-term technical assistance report

Qualifications:

  • Advanced degree in Public Health, Management, Medicine, Health Administration, or other relevant field.

  • Minimum 12 years of experience working on complex health system strengthening activities.

  • Policy development and advisory experience to national health leaders on health workforce management, resulting in demonstrated improved and sustained health outcomes.

  • Previous Experience working in the DRC

  • Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary, multicultural teams.

  • Ability to establish and maintain effective working relationships with USAID and national offices and officials, and other development partners

  • A proven, successful record of achieving results.

  • Demonstrated leadership skills and ability to work collaboratively and independently. Strong communication, interpersonal, and presentation skills required.

  • Proficient English writing/speaking skills preferred.

This work is contingent on approval of funding.

This contract is dependent on the ability of government and development partner stakeholders to engage with the Activity, given any pandemic-related restrictions and the ability of USAID to obtain concurrence from the MSPHP to work with the Activity.
