Macfadden & Associates DRC, a branch of Macfadden & Associates Inc., an Amentum company, has provided the U.S. Agency for International Development (USAID)/Bureau for Humanitarian Assistance (BHA) with disaster preparedness, response, and recovery as well as technical and administrative support services since 1993. Through the DRC Logistics and Administrative Program (DRC LAS) Macfadden has been supporting BHA in the DRC in both North and South Kivu Provinces, providing BHA DART teams, Centers for Disease Control (CDC), and the Ministry of Health (MOH) with logistics and technical support.

Background

The purpose of this project is to provide logistic and administrative services to USAID/BHA staff, USAID/DRC Mission staff, and authorized United States Government (USG) temporary duty (TDY) personnel while they are traveling primarily in North, South Kivu and Haut Katanga provinces in Democratic Republic of the Congo (DRC) for official business. DRC-LAS is in the process of establishing a small office based in Lubumbashi to better support the United States Government (USG) staff traveling to the south of the DRC.

Position

Macfadden seeks a Logistics and Security Assistant for the above-named project. The Logistics and Security Assistant provides overarching logistics and security support services to the DRC-LAS team and all USAID and USG travelers on official travel in the Haut Katanga province. The LSA negotiates and secures all necessary logistics services from qualified and vetted vendors, manages and oversees all vehicle, logistics, airport support facilitation, and security vendors, ensures that all rental vehicles are appropriately maintained and safe and support the operations and administrative assistant with any other tasks as assigned. The LSA is responsible for managing driver schedules and ensuring that all DRC-LAS drivers are prepared to provide professional services and available at all times to support DRC-LAS assignments. Works directly with vendors in the maintenance and security of vehicles in Lubumbashi, its surroundings areas and ensures safety of all staff, consultants and drivers. The Logistics Assistant reports to the DRC-LAS Logistics Security Manager.

Term of Employment

Full time position. From date of hire to on/about September 14, 2025.

Responsibilities (but not limited to):

  • Coordinate maintenance issues with rental company for safety and suitability for the given assignment. Oversees all vehicle rental agreements and vendors

  • Verifies standards-based vehicle scheduled and unscheduled maintenance and verified checklists are complete for rental vehicles.

  • Oversees DRC-LAS drivers and scheduling. Ensures drivers are available for each assignment.

  • Track all vehicle documents.

  • Works directly with vendors in the maintenance and security of vehicles in Lubumbashi and its surroundings.

  • Ensures safety of all staff, consultants and drivers and USG staff.

  • In collaboration with the Logistics Security Manager, maintain and track all inventories and assets of the Project in Lubumbashi

  • Provides vehicle tracking

  • Responsible for performing market research to expand DRC-LAS vendor list, pre-qualifying vendors, soliciting quotes and evaluating offers and reviewing invoices.

  • In collaboration with the Logistics Security Manager, assess and manage security and safety risks for buildings infrastructure, materials, valuables, staff, and travelers. Provides written safety and logistics reports to supervisor as required.

  • Oversees all airport support services and provides the protocol service at the airport for a small team and, if necessary, works jointly with the service providers to ensure that USG mission travelers are escorted through the airport process upon arrival and departure

  • Monitor fuel consumption regularly and produce a weekly and monthly report

Qualifications:

  • Degree in logistics, security, geopolitics, or related field preferred.

  • Experience negotiating and managing vendors preferred.

  • 3+ year of experience in logistics and working in Haut-Katanga Region is required.

  • Ability to travel on short notice throughout the region is required.

  • Excellent communications skills required. Proficiency in written and spoken French required, with proficiency in English preferred. Ability to work in independently and as part of a team required.

  • Ability to work in fast-paced and pressured areas.
