This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:
three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
any 2 convictions of reckless driving in the past 3 years;
a suspension or revocation of the driver license for moving violations in the past 3 years; and
a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: This position manages the Project Controls Program Office. Manages staff engaged in development of statewide policy, procedures and procedural documents, which provide direction for the preparation of preliminary construction forecasting and project costs for Department projects. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees’ work.
This is a highly technical Professional Engineering position responsible for managing a staff engaged in analyzing and interpreting engineering data and applying engineering quantitative techniques which provide the basis for construction forecasting and project costs for the Department’s work program of projects. Coordinates with Central Office and Industry representatives as needed in preparation of policy, procedure and procedural documents. Ensures procedures, policy and procedural documents are developed as scheduled with input from District, Central Office and Industry representation. Manages the forecasting and project cost overall staff activities. Supervision of forecasting and project cost staff to include personnel actions, establishing project goals, monitoring project, and development. This position serves as the Forecasting & Project Costs Engineer, a position requiring registration as a Professional Engineer in the State of Florida.
Manages the Market Analysis overall staff activities. Directs and manages analysis of bid data in order to detect and prevent contract collusion; helps formulate policies concerning contract crime prevention. Also, develops and compiles contract data for bid rigging trials at the request of the Attorney General's Office or the United States Justice Department. Supervises the preparation and participates in Administrative Hearings concerning contract protests and participates in Federal and State trials concerning bid-collusion charges brought against contractors.
Manages the Preliminary Forecasting and Project Costs staff in performing quality control checks of the official project cost and performing comprehensive bid reviews for all projects scheduled for Central Office contract letting. Supervises staff in conducting the annual review of the Districts Work Program construction cost and project costs. Supervises development of alternate project costs methods. Establish, maintain and update project cost performance measures.
Manages the Forecasting & Project Costs Systems Support overall activities. Ensures computer programs used in project cost are developed and maintained in order to assist Districts in efficient and accurate preparation of construction cost and overall project costs. Ensure manuals and procedures are maintained and updated to coordinate with specifications, design standards and other documents for contract plans development. Ensures cost data files and reports are prepared as required.
Manages Quality Assurance Reviews of District construction cost and overall project costs processes. Ensures training is developed and provided to District and Consultant personnel on project cost systems and techniques. Plans, develops and provides to District and Consultant personnel on project cost systems and techniques for preparation of project costs.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles and practices of supervision and management; Knowledge of the budgetary process; Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area; Knowledge of engineering design, construction, production and/or operations; Skill in using engineering tools, equipment and/or instruments; Ability to analyze and interpret engineering data; Ability to solve problems relating to engineering; Ability to apply engineering quantitative techniques; Ability to understand and apply applicable rules, regulations, policies and procedures; Ability to supervise people; Ability to prioritize work load; Ability to develop various reports; Ability to manage an engineering program; Ability to assess budgetary needs; Ability to establish and maintain effective working relationships with others; Ability to communicate engineering information effectively; Ability to plan, organize and direct engineering program activities
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer, in accordance with Chapter 471 Florida Statutes.
OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team. While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position.
