About the role
As an Owners Representative Project Manager, you will act as the Owner’s advocate and represent their best interest throughout all project phases, with direct accountability for project delivery.
This is a hybrid role that will require travel throughout Greater Los Angeles and the surrounding areas to conduct periodic site visits to monitor the progress of projects and will require two days per week in the client’s office.
Projects within this portfolio consist of highly regulated small and large utility capex projects as well as others.
What you’ll do
You will serve as the liaison between architects, engineers, contractors, testing agencies, utility providers, municipal authorities, financial institutions, FF&E (Furniture, Fixtures, and Equipment) vendors, and other specialty consultants and third-party vendors.
Manage and oversee all facets of project management (budget, schedule, procurement, quality & risk) for individual projects including planning, design, entitlement, permitting, construction, occupancy, and closeout on behalf of the owner.
Demonstrate capability to read, understand, and apply standard to moderately complex documents affecting real estate projects, including but not limited to agreements/contracts, leases, work letters, project charters, surveys, and drawings.
Interface directly with clients to define the scope of work, project delivery resource requirements, cost estimate & budget, work plan schedule & milestones, quality control, and review risk identification.
Create and implement time-phased budgets for projects. Identify scope, timelines, and deliverables then utilize historical data and lessons learned from similar projects to estimate the costs of projects. Review initial forecast and cost estimate with the internal cost management team. Prepare to baseline and re-baseline as needed. Consistently update all budgets in real-time and track project(s) actual spend in real-time. Conduct regular budget reviews to assess performance, identify areas for improvement, and make necessary adjustments.
Identify project delivery resources from pre-qualified lists or by conducting standard RFP process, complete bid leveling, analysis, and negotiations with contractors, subs, and vendors. May make selection recommendations to the client.
Provide contract administration of project-related contracts management between the Owner and the various consultants and contractors required to execute projects. Lead project delivery resources/team providing project guidance and direction to achieve project goals.
Implements communication plan for meetings and written reports/meeting minutes to keep client and project resources informed. Facilitates and leads project meetings and records meeting notes.
Implements project documentation governance aligned with company and Client requirements. Ensure project data integrity and documentation are accurate, timely, and coordinated.
Track the progress of each project against goals, objectives, approved budgets, and approved project schedules/timelines. Regularly report status, variances, and impacts. Craft action plans to meet objectives, budget, and schedule. Consistently track lessons learned and provide them during project closeouts.
Implement change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders. Assess change requests to determine impacts and update project schedules and cost plans in real time.
Identify project risks, develop risk mitigation and contingency plans, and proactively implement action plans to reduce or eliminate project risks. Solve advanced problems involving several options in complex situations.
Complete all project reporting throughout, project follow-ups, project accounting, and close-out packages at turnover.

What you’ll need
Applicants must be currently authorized to work in the United States without the need for visa sponsorship now or in the future.
Bachelor's degree (BA/BS/BEng/BArch) from College or University, preferred in construction or a technical area of study. At least four years of demonstrated construction administration or owner's representative experience is required. PMP preferred, LEED AP preferred.
Knowledge and experience with the entitlement/permitting process and the ability to secure all related and required jurisdictional approvals including but not limited to public works and permitting.
Familiarity with construction delivery methods and agreements, general building codes, and various building types and systems as well as the ability to read and understand architectural drawings is required.
Intermediate skills with Microsoft Office Suite including but not limited to SharePoint, and Excel. Experience with Kahua, or PowerBI is a plus. Knowledge of MS Project, leases, contracts, and construction practices.
Ability to comprehend, analyze, and interpret complex construction documents. Ability to calculate intermediate figures such as percentages, discounts, and commissions.
Self-starter with a passion for being detail-oriented and the ability to learn quickly, work both independently and as a team member, and prioritize and handle multiple tasks simultaneously in an organized and efficient manner.
It is imperative this person has excellent communication (written and verbal), organizational and leadership skills. The client has hired CBRE to manage their capital projects and that requires interaction with not only our direct client but indirect clients in remote locations. In addition, the candidate should have excellent follow-up skills.
Project scheduling and forecasting/budgeting skills are required . Requires advanced knowledge of financial terms, principles, and analytical and quantitative skills. Prior experience working with cost-loaded schedules is highly preferred.
Valid Driver’s License and ability to travel throughout the general area.

The minimum salary for this position is $104,000 annually and the maximum salary for this position is $140,000 annually. The compensation that is offered to a successful candidate will depend on the candidate’s skills, qualifications, and experience.
