Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional land surveying and one of the following:
Two years of licensed land surveying experience.
Six years of professional land surveying experience.
NOTE:
Surveying experience gained while licensed as a professional land surveyor will be accepted as licensed land surveying experience.
Surveying experience gained after earning a baccalaureate degree and 30 semester hours in land surveying, mapping, and real property courses and prior to earning a Professional Land Surveyor license (e.g., as a Surveyor Intern or equivalent) will be accepted as professional level surveying experience.
Job Concepts
FUNCTION OF WORK:
To provide direct supervision over a survey unit.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Broad direction from a Survey Manager or higher-level Engineer. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over Surveyors and other survey personnel. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by any state agency.
JOB DISTINCTIONS:
Differs from Surveyor 5 by the presence of direct supervisory responsibility.
Differs from Survey Manager by the absence of managerial responsibility.
Examples of Work
50% Directs and manages two survey crews engaged in right of way acquisition, stake out, determination of correct boundaries, construction surveying, engineering topographic surveys, and hydrographic surveys. Assigns projects and work tasks to subordinates in accordance with section and department priorities. Supervises the development and training of the survey section’s personnel, as well as conducts their performance evaluations. Coordinates with federal government agencies, city and parish governments, and levee board districts to collect, perform, process, and provide the preparing ownership and right-of-way maps, legal descriptions, and reports.
30% Checks and completes right-of-way maps, legal descriptions, and boundary surveys prepared by District 03 Design Section. Reviews, signs, and seals these maps causing them to become legal documents. Researches courthouse records for DOTD right-of-way deeds, servitude, government land office plats, and other recorded documents necessary to perform boundary surveys. Prepares the District right-of-way map for review and disposes of excess right-of-way.
10% Provide professional surveying advice and assistance to other departments in the district. Serves as an expert witness in court litigation for Attorney General Office. Assists real estate section in property acquisition, works with maintenance concerning encroachments on DOTD right-of-way, and represents the district in right-of-way joint plan reviews and other map reviews.
5% Forensic surveys for accident site locations involving lawsuits brought against the Department. These surveys are requested through the Attorney General's office and involve a complete topographic survey showing all obstacles, sight distances, signing, degree of curve, and location of right-of-way and property lines.
5% May be required to perform other duties as necessary including but not limited to emergency/disaster support activities.
