CITY OF LAKE STEVENS Community Service Officer in LAKE STEVENS, Washington
[POSITION PURPOSE:]{.underline}
Provide a wide range of police services to the public including but not limited to investigating and enforcing animal complaints, providing traffic control at city events or incidents, crime prevention and community interaction, and assisting public information officer with social media engagements and posts on department accounts.
Essential Duties and Responsibilities
Essential duties and responsibilities may include, but are not limited to, the following:

Enforces municipal ordinances and regulations related to animal control and parking for civil infractions
Investigates and resolves complaints and reported problems related to animal control, parking issues, and abandoned/junk vehicles (may include tagging and towing vehicles pursuant to city ordinance)
Partners with patrol and investigations units to investigate animal-related criminal violations
Patrols the city to locate, apprehend and return animals to owners, or impound animals running loose
Patrol the city to locate and enforce parking issues and abandoned vehicles proactively
Responds to and investigates citizen complaints of stray animals and animal nuisances
Issues verbal and written warnings, infractions and letters of declaration
Tracks and maintains animal control and licenses in police database
Reconciles charges for auxiliary services provided by vets, animal shelters and other agencies
Transports apprehended animals to the animal shelter, or local veterinary medical facilities in the case of injury or neglect
Educates pet owners about spaying, neutering and responsible pet ownership
Works with community groups to plan, organize and present animal care and control outreach education programs as assigned; education topics may include animal adoption, alternatives to sheltering, City licensing requirement, animal services laws and ordinances
Maintains records of animal bites and quarantines; coordinates with health officials regarding notifications and requirements, if needed
Prepares and maintains a variety of electronic reports, records and logs that record daily activities and incidents; provides backup and follow-up records when needed
Organizes and prioritizes routine and emergency calls, takes appropriate action or relays the information to the proper authority
Develops, presents and participates in community crime prevention programs and provides education to citizens and businesses including Animal Control Practices and Regulations, Communities That Care, Block Watch, Traffic Safety, National Night Out, Social Media Campaigns, Personal Safety, Internet and Your Child, Car Seat Clinics, etc.
Assists in creating, updating and maintaining forms and educational or promotional brochures as needed
Testifies in court about actions related to enforcement of animal control
Partners with the City's legal advisors regarding animal-related matters
Operates, maintains and sanitizes assigned department vehicle and other equipment and supplies as needed
Conducts child passenger safety inspections and maintains certification
Serves as backup to the Evidence Technician as needed, which may include crime scene processing
Researches and recommends animal and parking ordinance modifications and represents the department at City Council meetings regarding recommendations as requested
Assists with community events including but not limited to Citizen Academy and Aquafest
Conducts traffic control at community events and scene road closures, and as otherwise required
Maintain regular, predictable and reliable attendance during scheduled hours
