About the Work Unit

This unit exists to provide operational and administrative support to the Colorado Auto Theft Authority. To solicit monies and award grant funds to qualified applicants for the purpose of improving and supporting motor vehicle theft prevention programs, and for the enforcement and prosecution of motor vehicle theft crimes in accordance with CRS 42-5-112(1).

About the Job

The purpose of this position is to analyze, monitor, and report on programmatic and financial activities of state and federal funded grant programs. Programmatic responsibilities include assisting with or implementing grants administration oversight from pre-award, award, post-award, monitoring, and closeout activities. Financial management includes, but not limited to, making payments or charges to internal and external grant customers, monitoring monthly accruals and notifying grant project manager of any budget issues, preparing quarterly financial reports, ensuring proper documentation and records are maintained for audits, assisting in audit preparation, entering grant statistics into Access database, preparing data for grant reporting, and performing other programmatic and financial grant duties as assigned. This position provides programmatic and financial support, leadership, and technical assistance to internal grant project directors, and applies state and federal grant guidelines to ensure compliance. This position assists with special projects as assigned. This position operates independently in performing programmatic and fiscal accounting duties. This position applies judgment and guidelines to solve daily problems related to grants management. This position anticipates and analyzes possible consequences of programmatic and fiscal grant decisions.

Key Responsibilities

Grant Program Management

Oversees grant programmatic duties to include, but not limited to, administering, disbursing of funds for programs or projects and ensuring compliance with applicable grant provisions, regulations, and statutes of assigned grant programs or providing support of grant programs throughout the grant lifecycle. Work involves conducting meetings to inform organizations and individuals of the availability of funds for programs and projects, soliciting grant applications and requests, reviewing a variety of applications and recommending and/or approving funding for grants or projects. Creates, provides materials and assists the Director of CATPA with project and contract negotiations as well as audits. Monitors grant programmatic implementation to ensure compliance with state and federal statute, rules, and regulations, fidelity to goals and objectives, adherence to allowable budget expenditures by the end of the grant. Duties include reviewing, preparing quarterly and final reports, entering data into an internal tracking database, grant reconciliation, analyzing data, providing statistics and graphics for grant applications, the CATPA Board and reporting, preparing budget modifications and grant extensions, and ensuring completeness and accuracy of all data and information included in reports and evaluations. Applies theory, principles, models, standards, and precedence to complex data sets for performance evaluation and reporting. Formulating actions or guidelines to address particular grant implementation problems responds to grant emergencies through individual judgment and resourcefulness by utilizing knowledge of rules, statute, regulations, policies, procedures, and other relevant resources to make an informed decision. Establishes and maintains relationships with local, state, federal, national and international association officials and agencies to obtain and exchange data and promote specialty area knowledge, awareness and support through distributing material, meetings and workshops.

Provides assistance to the general public and other state, tribal, county, local agencies, CATPA Board members requesting assistance or inquiries from the CATPA office. Services include, but not limited to, answering phone calls, responding to emails, greeting customers in person at the office, providing specific information regarding statewide auto theft and prevention techniques, responding to inquiries regarding insurance assessments, insurance payments, grant funding opportunities, public outreach events, motor vehicle theft victim assistance, functions and meetings of the CATPA Board, and capabilities and functions of grant programs funded by CATPA. Provides planning and organization for all CATPA Board meetings, which are under the Open Meetings Act, and ensures all meeting documentation is gathered and disseminated along with the coordination of Board member attendance.

Financial Grant Administration

Account balancing for all billable transactions (assessments) for Colorado insurance companies licensed to issue motor vehicle policies in the state for rendering of an assessment to the CATPA cash fund. This includes, but not limited to, working with the Department of Regulatory Agencies, Division of Insurance, to identify all applicable licensed insurance companies to 10-4-617 C. R. S., notify insurance companies, prepare reporting forms, account for all billable transactions using internal accounting procedures as well as the state’s accounting system (CORE), and insuring reconciliation for billable transactions and reporting anticipated revenue to the CDPS EDO Financial Service Office.

Account balancing for all receivable transactions (payments) from the Colorado insurance companies rendering payment consistent with 10-4-617 C.R.S. This includes, but not limited to, working with the CDPS EDO accountants, accounting for all insurance companies complying with the statute for cash payments, recording all payments using internal accounting procedures as well as the state’s accounting system (CORE), and insuring all receivable transactions are deposited into the CATPA cash fund through reconciliation processes with the State Treasurer’s Office and the CDPS EDO Financial Service Office. Monitors budget expenditures to ensure compliance with state and federal fiscal rules, regulations, and procedures.

This includes, but not limited to, preparing grant application budgets, preparing invoices, making vendor payments, preparing requests for payment, working with procurement, and maintaining the troop overtime financial database. Analyzes and prepares business requirements to create contracts with the assistance of Department of Personnel Administration (DPA) and CDPS EDO Procurement. Reconciles monthly and year-end grant records to the state’s accounting system (CORE). Analyzes data, identifies, and resolves problems using appropriate accounting procedures. Verifies grants are in fiscal compliance for fiscal year opening and closing activities. Responds to requests for financial data and clarification from grant project managers with necessary information on prior and current years’ grant drawdown and expenditures. Prepares reports summarizing funding activities at the request of internal and external customers. Prepares fiscal reports for supervisor’s review and dissemination to the field.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

NOTE: To be considered for this position, you must meet one of the following options for consideration.

MINIMUM QUALIFICATIONS

Seven years of professional grant management and fiscal management experience.

OR

Bachelor's degree in any field AND three years of full-time professional grant management and fiscal management experience.

PREFERRED QUALIFICATIONS

  • Knowledge of grant compliance.

  • Experience with government contracting.

  • Experience with Grant writing and experience issuing grants to partner agencies/sub recipients.

  • Experience with process improvement, project management and accounting.

  • Proficient communication, interpersonal and customer service skills.

CONDITIONS OF EMPLOYMENT

  • Must be a Colorado resident at the time of application.

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug testing.

    WORK ENVIRONMENT

  • Typical work hours, Monday to Friday, 8am - 5pm. Hybrid schedule (currently two days in office) which may be subject to change, requires flexibility.
