The purpose of theMotor Vehicle Investigations Unitis to meet the statutory mandate pursuant to 42-1-222 [C.R.S] to prevent fraud concerning the use of driver's licenses, identification cards, motor vehicle titles and registrations and other motor vehicle documents issued by the department and to assist victims of identity theft by means of such documents.

The purpose of the Position is to perform as a Compliance Investigator I to conduct compliance investigations and enforce the C.R.S. Title 18 and 42.

Duties Include:

  • Independently conducts investigations involving violations of Colorado law concerning the fraudulent use of a Colorado driver licenses, identification cards, permits, motor vehicle records, titles and registrations. The objective of these investigations is to gain voluntary and statutory compliance and refer cases that merit criminal prosecution to the criminal investigators. Compliance investigations include, but are not limited to, researching, evaluating, collecting and preserving physical and documentary evidence.

  • The compliance investigator applies standard fact-finding analysis; uses problem-solving, specialized investigative techniques, researches and interprets direct and indirect data sources, and utilizes professional judgment to assess compliance to arrive at sound conclusions.

  • Develops intervention strategies designed to achieve immediate compliance including recommendations to effect administrative actions.

  • Delivers clear, concise, accurate and factual reports as a result of investigations, both orally and in writing.

  • Interviews suspects, victims, and witness that are associated with administrative/compliance cases.

  • Testifies in administrative hearings and court as needed.

  • Provides assistance to local, state and federal law enforcement agencies with information on motor vehicle practices, methods and procedures.

    This position is currently tasked with performing work duties via flex-place (aka telework, work-from-home arrangements) with as needed attendance for duties on-site.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

  • One year of professional experience where the principle job responsibility was performing compliance investigations; as defined in the "Duties" statement above.

Substitutions:

Additional appropriate education in Criminal Justice, Business, Accounting, Computer Science, Economics, Finance, or a related field of study to the work assignment will substitute for the required experience on a year-for-year basis.

Additional professional experience in a position with responsibility for:

  • applying standard fact-finding analysis;

  • using problem-solving, specialized investigative techniques

  • researching and interpreting direct and indirect data sources

  • utilizing professional judgment to assess compliance to arrive at sound conclusions

  • developing intervention strategies

  • recommending administrative actions

  • delivering clear, concise, accurate and factual reports as a result of investigations (oral and written)

... will substitute for the degree requirement on a year-for-year basis.

PREFERRED QUALIFICATIONS:

Applicants with the following preferred qualifications are strongly encouraged to apply:

  • Prior experience of utilizing the Colorado driver license system DRIVES

  • Additional prior experience conducting compliance investigations

  • Prior experience working in a regulatory environment, handling sensitive information of a confidential nature

  • Outstanding candidates will have recent experience with: investigations involving compliance reporting or criminal activities, interview techniques, interpreting and applying statutes.

  • Experience conducting due diligence investigations in a regulatory environment on companies and/or people to determine suitability for licensure.

  • Excellent oral and written communication and interpersonal skills.

  • Proficiency in the Microsoft Office Suite/Google suites.
