Summary

Directs environmental programs and provides technical expertise to Oncor Electric Delivery (Electric Transmission & Distribution) operations to ensure compliance with all local, state, and federal environmental regulations while maintaining optimum productivity, operational flexibility, and meeting system goals.

Key Roles & Responsibilities Directly or through others, the incumbent:

  • Perform all essential functions and aspects of the job including any other specific job requirements

  • Clear understanding of environmental policy, rulemaking and environmental laws encompassing a wide range of subjects including air, water, Threatened & Endangered Species, migratory birds, cultural resources and has the ability to direct staff ensuring that all proposals affecting Oncor operations are identified and are administered in a manner that is compliant, protective of the environment while allowing operational flexibility.

  • Direct staff in the implementation of comprehensive environmental programs and guidance for operations (Transmission, Distribution, & Vegetation Management) to ensure compliance with Federal, State and local regulations as well as Oncor standards;

  • Direct company contacts and function as principle liaison between environmental agencies (USACE, USFWS, etc.) and operations to resolve compliance and enforcement issues so that impacts at company facilities are minimized.

  • Direct staff to ensure environmental pre-construction assessments are completed to determine environmental impact and permit requirements; Direct staff to ensure necessary environmental permits (ie..U.S. Army Corps of Engineers, U.S. Fish and Wildlife, Environmental Protection Agency and Texas Commission on Environmental Quality) are acquired in a timely manner and properly administered to operations to ensure compliance with permit conditions and regulatory requirements;

  • Act as liaison to organizations (ie..EEI, APLIC, EWAC) and provide technical support to Oncor regarding activities such as rights- of-way issues affecting ecology, treated wood, EMF, handling of mineral oil containing PCB’s and other regulated substances.

  • Develop and administer the annual operating budget for the Natural Resource Permitting organization.

Education, Experience, & Skill Requirements

The minimum education requirements are :

  • High School Diploma, GED or equivalent is required; Bachelor’s degree is preferred

The minimum experience requirements are:

  • A degree and/or experience equivalent to 10-12 years in life sciences, geology, business, engineering or equivalent; extensive knowledge of environmental laws and regulations; extensive knowledge of electric delivery operations and company policies and procedures; knowledge of scientific, human resources, engineering, and financial disciplines a plus.

  • Prior managerial or supervisory experience is preferred

The minimum skill requirements are :

  • Demonstrated proficiency in Microsoft Office suite (Excel, Word, PPT)

  • Demonstrated experience in environmental permitting with USFWS and USACE

  • Proven leadership, interpersonal and team development skills

  • Excellent verbal and written communication, negotiation and organizational skills

  • Good understanding of company safety rules, policies and procedures

  • Good understanding of company O&M and Capital budgeting processes

  • Successfully implementing the safety plan for the organization

  • Direct a professional staff in a manner that promotes a safe work environment and is compliant with all Oncor safety practices and procedures

  • Timely and cost effective development and implementation of regulatory programs affecting Oncor

  • Timely and cost effective assessments, acquisition of permits, registrations and authorization

  • Development of a high-performing team

  • Ensuring permitting and compliance efforts do not negatively impact construction schedules
