U.S. Air Force - Agency Wide CIVILIAN PERSONNEL PROGRAM SPECIALIST in Langley AFB, Virginia

The primary purpose of this position is to serve as Wing Civilian Personnel Manager responsible for a wide-range of management advisory services regarding Civilian Personnel Programs across the globe consisting of six geographically separated Groups and 23 subordinate squadrons. Provides Human Resource assistance on a variety of administrative and technical duties involving personnel management issues. Responsibilities Advises Wing Staff, commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide-range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. Serves as the primary point of contact (POC) for Civilian Personnel services involving position management, staffing, placement, and classification. Collaborates with servicing Civilian Personnel Section (CPS), commanders, staff, and functional managers to identify performance measures for an effective resource management program. Integral part of the Wing Inspector General team. Develops, reviews, and implements civilian personnel inspection program. Conducts staff assistance visits and inspects six geographically separated ISR Groups and 23 subordinate squadrons. . Manages the 480 ISRW civilian development and training program IAW established directives and guidelines. Analyzes civilian training requirements and has oversight of the career development management program to address existing and future requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Salary Ranges includes local market supplement This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in civilian personnel program management, such as would be gained through extended graduate study or experience and skill in applying pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification. Apply analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge to develop new or modified work methods, processes, and/or procedures to improve organizational efficiency/productivity. Knowledge of and ability to interpret and apply laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of recruitment processes and procedures and to provide comprehensive HR services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge utilizing DoD/civilian personnel support systems (including Defense Civilian Personnel Data System (DCPDS), Business Objects, Performance Appraisal Application (PAA), Compensation Work Bench (CWB), DCIPS Payout Analysis Tool (DPAT), and Data Extract Creation tools etc.) and have the ability to manipulate associated databases for data entry, data integrity, and data retrieval. 2. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification. 3. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions. 4. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements. 5. Skill in conducting detailed analyses of complex civilian personnel functions and work processes and ability to develop new or modified organizational work methods, processes, and/or procedures to improve organizational efficiency/productivity. ?6. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing while protecting classified information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
