The primary purpose of this position is to manage Flight-Level centralized equipment management processes throughout the AF enterprise. Provide support for all weapon systems and ground supply equipment assets for logistics supply accounts, including operations worldwide. Responsibilities Perform customer operational analyses Provide base level managers guidance on the applications of supply principles and disciplines Consistently and thoroughly evaluates the accuracy of data within various supply systems Establish, develop and maintain effective working relationships with customers, to include but not limited to, Headquarters Air Force, Major Commands, Combatant Number Air Forces, Air Force Sustainment Center, Installations, and all sub-units Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position may be filled at the GS-7, GS-9, or GS-11 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes assisting in the analysis of programs and problems associated with logistics and supply systems; Assisting in performing reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of customer service within a supply support program; Assisting with monitoring customer requirements by tracking order fulfillment processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: One full year of graduate level education or Superior Academic Achievement OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-07 level. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes conducting reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of customer service with a logistics support program; Meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise; Monitoring customer requirements by tracking order fulfillment processes. OR EDUCATION: Master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: n equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of 1 full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-09 level. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing analysis of programs and problems associated with logistics /supply systems; conducting reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of customer service logistics/supply support program; meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves and/or channel problems that arise; Monitoring customer requirements by tracking order fulfillment processes; Conducting in depth analysis to identify conflicting or insufficient data. OR EDUCATION: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics/supply concepts, principles, practices, procedures, and regulations applicable to a full range of logistics/supply management to include equipment asset authorizations, ordering and movement, supply chain management, logistic/supply planning under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron that benefit the global enterprise. Skills in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skills in analyzing issues and formulating solutions to complex problems. Ability to analyze, plan and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives with available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to access and utilize supply information and develop metrics. WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office.
