Air Combat Command PROGRAM ANALYST in Langley AFB, Virginia

Responsibilities The primary purpose of this position is: To serve as a program analyst performing a full range of analytical tasks at the MAJCOM level and to provide ACC logistics and resource management expertise for peace and wartime weapons system sustainment to include Contractor Logistic Support (CLS), Depot Procured Equipment Maintenance (DPEM), Technical Orders (TO), and Sustaining Engineering (SE). Performs program and resource management functions to effectively plan, program, budget, and execute all DOD appropriations in support of weapons system sustainment in the Planning, Programming, and Budgeting System (PPBS) process. Documents planning, programming, budgeting, and execution decisions in appropriate formats to meet Air Force and MAJ COM requirements. Actively participates in strategic planning to improve organizational direction and focus using logistics and resource planning tools and analytical techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other ACC staff functions, other MAJCOMs, and HQ Air Force to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, acquisition, PPBS, aircraft maintenance, special operations or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence a d timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various comma d entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, acquisition, aircraft maintenance, special operations, rescue, or similar operations. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. Knowledge of the relationship o the various command entities involved in overall program planning and execution of military operations an evaluations; Knowledge of and skill in the application of Air Force resource management, cost methodologies, requirements management, aircraft maintenance and depot operations expertise as it applies to assigned programs and projects. Knowledge of the Air Force supply system, depot maintenance activity group (DMAG), and accounting system and related documents and programs sufficient to locate and analyze data pertaining to the management of sustainment requirements; Knowledge of assigned weapon systems. Skill in designing and conducti g comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness efficiency of sustainment efforts in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
