This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.

This is a highly responsible professional and technical position in the Disease Control and Health Protection Division with direct responsibility to the Environmental Manager of the Storage Tank Programs. Possesses a detailed knowledge of the Florida Department of Environmental Protection’s (FDEP) Petroleum Restoration Program (PRP) guidance documents and associated memorandums, along with a thorough understanding of Chapters 62-777 and 62-780, Florida Administrative Code (FAC). Understands the FDEP’s Storage Tank Compliance Program and is familiar with Chapters 62-761 and 62-762, FAC. A thorough understanding of guidelines and policies pertaining to the Division of Disease Control & Health Protection is required. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Meets or exceeds SMART performance expectations to include but not limited to: FDOH - Pinellas County Core Standards as well as:

Serves as a Site Manager under the Petroleum Restoration Program (PRP) and other assigned programs reviewing submitted technical documents and other reports for assigned petroleum contaminated sites to determine compliance with FDEP Pre-approval SOP and FDEP regulations, while responsible for coordinating with inner-office Professionals to obtain appropriate certification. Evaluates proposals with scope of work and associated costs submitted by Qualified Contractors to perform site assessments and remedial action. Prepares Statement of Work (SOW) orders in compliance with FDEP requirements. Also, serves as a contract manager and supervises contract managers as required by Section 287.057(14), Florida Statutes (F.S.), for PRP contracts administered through My Florida Market Place (MFMP).Tracks the progress of petroleum contaminated site cleanup activities for assigned sites. Responsible for adhering to timeframes for document review, evaluation, data entry / tracking as specified in FDEP Contract, Task Assignment, and Program standards. Thoroughly documents field visits to assigned petroleum contaminated sites conducted to determine site conditions or cleanup task completion in accordance with FDEP Contract, Task Assignment, and Program standards.

Responsible and accountable for the performance of the staff under their supervision. Communicates regularly with staff in order to motivate, establish goals and objectives, plan activities and evaluate work accomplishments. Assists staff with solving difficult field problems. Prepares performance appraisals, trains staff as needed, counsels or disciplines as necessary, approves or disapproves leave, recruits for vacant positions and performs other supervisory functions. Conducts quality assurance activities, evaluating employee performance in order to maintain program uniformity and meet division objectives. Communicates regularly with Environmental Manager to apprise them of current staff activities and any anticipated problems or concerns.

Participates in training programs, educational conferences and keeps informed of environmental issues. Maintains active communication with other agencies and attends meetings as needed. Consults with federal, state, county, and city officials relative to new regulations and enforcement of existing laws. Consults with county, in-house, and state’s attorney regarding enforcement actions, court cases and legal opinions.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge/familiarity with the concepts and principles of contamination assessment and remediation, and evaluation of costs associated therewith.

  • Knowledge of contamination assessment and remediation. Knowledge and ability to use My Florida Market Place (MFMP).

  • Skill in using personal computers for word processing and/or data analysis.

  • Ability to conduct site inspections.

  • Ability to compile, organize and analyze data.

  • Ability to communicate effectively verbally and in writing.

  • Ability to establish and maintain effective working relationships with a diverse group of professionals.

  • Ability to supervise staff by evaluation of performance and use of corrective action.

  • Ability to plan, organize and coordinate complex work assignments.

  • Ability to understand and apply applicable rules, regulations, policies and procedures.

  • Ability to analyze and interpret scientific and technical data.

  • Ability to evaluate costs associated with cost proposals.

    EDUCATION AND OTHER REQUIREMENTS

  • Bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences.

  • At least 3 years of experience working in the Petroleum Restoration Program

  • A valid driver's license or the ability to attain a driver's license within thirty days of employment.
