ABOUT THE POSITION
The Clark County Office of Risk Management i (https://www.clarkcountynv.gov/government/departments/risk_management/index.php) s seeking qualified candidates to apply for the position of Director of Risk Management. The successful candidate will oversee the County's insurance programs including general liability and property lines, employee benefits, and disability programs (workers' compensation and FMLA). The ideal candidate will have four (4) or more years of professional experience managing large insurance programs and people, preferably in a government agency with self-funded programs. The Director of Risk Management will report to one of the four (4) Deputy County Managers and is responsible for a staff of 23 full-time employees and programs of approximately $280M. The successful candidate will be a strategic thinker, motivational leader and innovative problem solver looking to join the County's dynamic leadership team who can modernize and transform the Risk Management function.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor's Degree in Risk Management, Business or Public Administration, Industrial Relations or a field related to the work AND four (4) years of full-time upper-level management experience over a risk management program, preferably in a public agency setting. Possession of an advanced degree is desirable. Equivalent combination of formal education and appropriate related experience may be considered.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES
Administers and oversees a variety of self-funded and insurance programs for the County and multiple local public agencies, including property, liability, health insurance, and workers' compensation programs.
Negotiates and administers contracts for third-party administrators, insurance providers, claims adjustors, legal services, health care providers, and others as required for program administration and service delivery.
Develops and administers the budget for the risk management function. Assists in developing and implementing goals, objectives, policies, procedures, and work standards for the department.
Develops and directs the implementation of litigation strategies for liability claims against the County.
Plans, organizes, administers, reviews, and evaluates the activities of professional, technical, and office support staff, including contract staff in assigned areas of responsibility; directs the selection of staff and provides for their training and professional development; recommends and implements discipline as required.
Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures.
Confers with elected officials, members of other departments and staff of other governmental agencies; facilitates the resolution of problems and the development of coordinated policies; makes presentations to applicable department and governing bodies as required.
Oversees the administration of and conducts analytical studies; develops and reviews reports of findings, alternatives, and recommendations; directs the maintenance of accurate records and files.
Prepares and directs the preparation of a variety of written correspondence, reports, procedures, and other written materials.
Monitors and interprets changes in laws and regulations related to public risk management and related areas; drafts, reviews, analyzes, and lobbies for legislative proposals.
Uses standard office equipment, including a computer, in the course of the work.
May drive a personal or County motor vehicle to attend meetings and visit off-site County locations or be capable of arranging for appropriate transportation.
PHYSICAL DEMANDS
Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle or arrange for appropriate transportation to various locations throughout the County in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
