Lake County Government Housing Program Manager. in Leadville, Colorado

POSITION: Housing Program Manager.

DUTIES: The Housing Program Manager will be in the Community Planning and Development Department and will be responsible for leading and coordinating Lake County Government's housing initiatives. This position will create sustainable strategies for affordable community and county workforce housing to address Lake County's housing shortage issues across the housing spectrum of need. This position will be a collaborative partner reporting to the Community Planning and Development Director. The Housing Program Manager will lead County housing efforts including without limitation to managing County owned and leased housing, acquisition or selling of County housing assets and land, coordinating County development projects for housing, collaborating with community partners on housing, community data, housing needs assessments, and best practices to address Lake County's housing crisis. This position will develop County housing programs, policies, and funding options related to deed restrictions for both County workforce and comm The Program Manager will work closely with community groups, elected officials, and housing experts at the local, regional, state and federal level. The Program Manager will collaborate with local community housing stakeholders such as the Leadville Lake County Regional Housing Authority, City of Leadville, Lake County School District, Colorado Mountain College, and local nonprofit partners. Core Competencies Demonstrated leadership in the formation and execution of housing policy. Expert knowledge of affordable housing policy and finance. Experience working for or with housing programs or organizations. Practical knowledge of land-use code and policy and the local development/construction process. Practical knowledge of health equity and health disparities in relationship to housing. Entrepreneurial approaches to problem solving and community engagement. Demonstrated success of securing funding for housing related projects and programs. Familiarity with grant writing and administration. Familiarity with requirements and processes for real estate transactions. Familiarity with managing tenants and leases for rental properties. Ability to build consensus and maintain effective working relationships and collaboration with internal, external and regional stakeholders. Knowledge and experience with facilitating and coordinating the community housing planning process. Essential Duties Sets strategic goals, performance metrics and plans to manage County housing programs, development, and funding. Develop, monitor, and implement County deed restrictions. Collaborates with local stakeholders to develop, implement and accomplish housing goals and metrics. Establishes contacts and works with regional, statewide, and federal housing resources including, but not limited to, Colorado Housing and Finance Authority, Colorado Department of Local Affairs, Colorado Depart of Human Services, Upper Arkansas Council of Local Governments, United States Department of Agriculture, Federal Home Loan Bank and the Department of Housing and Urban Development. Initiates outreach programs with builders and developers, making them aware of local, state, and national incentives for including affordable housing within their development plans. Responsible for the financial oversight of the County's housing funding as well as any awarded grants the Housing Manager administers.

REQUIREMENTS: Bachelor's degree in a relevant field, including real estate, finance, urban planning, architecture or a related field, from an accredited institution or relevant work and leadership experience to match educational preferences. Three or more years of progressively responsible experience, including leadership, with a minimum of three years of experience in the development of government-subsidi

PREFERRED: Preferred bilingual in Spanish.

WAGE: Salary range will be $80000.00 - $90,000.00 annually dependent on qualifications and experience.

SHIFTS: This is a full-time exempt position working about 40 hours a week. Primary days to be Monday through Friday 8:00 am to 5:00 pm but any addition responsibilities to be discussed at interview.
