Primary Role:

Senior strategic Buyer in Site Procurement group supporting MA manufacturing locations in Direct and Indirect strategic procurement activities

This position is responsible for the administration of procurement activities and supplier management for assigned commodities, products and services. These activities include making and executing decisions to ensure uninterrupted quality product/raw material flow or service delivery, negotiating lowest total cost and optimizing supplier relationships.

This position is also responsible for the negotiation of contracts to support Plant manufacturing and production requirements. The incumbent will also maintain communications internally and externally to identify and resolve issues, which can impact operating efficiencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supplier Relationship Management

  • Develop key suppliers strategies and programs. Foster supplier partnerships. Focus on supplier development, implementing and monitoring procurement strategies into a "World Class" business environment. There is a high degree of supplier relation management at all levels, business allocation decisions and monitoring adherence to the tactical/strategic processes developed by the Global Supplier Management Team.

  • Investigate or support quality in resolution of complaints.

  • For Direct Materials: Monitor supplier performance in order to achieve division goals assigned to suppliers. Maintain and review supplier performance reports to ensure conformance to supplier management goals (cost, quality, service, delivery). Review and resolve supplier performance issues.

  • Develop an in-depth knowledge of suppliers and market capabilities. Learn and deploy purchasing practices and procedures. Communicate effectively this information to all levels of management.

  • Together with the Global Category Leads, develop (sub-)category strategies & drive execution through implementation at country level.

  • Deploy procurement strategies and scorecards in order to optimize quality, services and costs. Achieve goals established in the strategic plan.

  • Lead and support risk analysis. Partner with Category Managers to identify risk mitigation plan for assigned commodities.

  • Lead/Support all local sourcing relevant activities - from market analysis, bidding process to supplier selection in alignment with Global management and cross functional team (project team/users/requestors/Quality). Create cost saving opportunities through competitive bidding, negotiations, etc., while maintaining ethical practices and win-win outcomes for both parties. Initiates projects that eliminate non-value added activities, increase quality and service and reduce costs. Identify cost savings opportunities and submit Value Improvement Projects for evaluation and execution.

  • Negotiates on behalf of Shire with suppliers on price, delivery and other terms in accordance with the legal policies and procedures.

  • Participate in Supplier Audits when requested

Financials/Legal support

  • Forecast future commodities pricing and market availability.

  • For Direct Materials: Assist in the annual standard costing process and provide price forecasts. Maintain standard costing program to ensure a favorable Purchase Price Variance.

  • Have contract, price information up to date ready to be used by internal customers.

  • Analyze quotations, contracts, etc. to ensure that proposals meet with Shire standards, government regulations and accepted trade practices. Supports supplier creation process and defines buyer/supplier data where applicable (e.g. Incoterms).

  • Act as intermediate between Legal and Operations to establish contractual relationships. Address issues if any during the life cycle of the agreement(s).

Site Operations Support

  • Source new local suppliers, assist in supplier evaluation and material qualification. Work with appropriate groups in the qualification and validation of new/revised raw materials, components and products and services.

  • Able to problem solve, recognize and anticipate customer's requirements and identify the urgency of these needs. Make prompt judgment calls and keep customer satisfaction in a quality environment.

  • Provide consultation to management and other groups regarding supplier/commodity issues, which may impact operations and provide purchasing and supplier management expertise to technical, engineering staffs.

  • Interface effectively with local/divisional/corporate departments (Logistics, Marketing, Plant Manufacturing, Engineering, Quality Assurance, Finance, Supplier Quality Management, etc.) to support goals. Ensure stakeholder engagement across entire sourcing lifecycle.

  • For suppliers in scope, lead communication around performance, projects, and complaints. Escalate issues whenever necessary to avoid disruptions in manufacturing.

  • Work with internal Quality Systems and procedures to insure compliance to all requirements.

  • Support Departments, Plant and Global Sourcing and Procurement initiatives as well as special projects.

  • Support annual plant shutdown on maintenance and engineering projects.

EDUCATION/EXPERIENCE

  • Bachelor's degree in business or technical field required.

  • Minimum 3 years procurement experience preferred.

  • Pharmaceutical manufacturing industry background preferred.

  • Experience in procurement of direct materials preferred.

  • C.P.S.M., C.P.M. and/or CPIM certification preferred.

  • Experience with ERP system; SAP preferred.

  • Knowledge of Uniform Commercial Code and contract law preferred.

  • Knowledge of Lean Manufacturing concepts desired.

  • Project Management experience desirable.
