THIS POSITION IS SHORT TERM, MAX 3 MONTH CONTRACT

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Operations and Business Directorate has an opening in the Workforce and Organizational Development division for a Business Analyst to support the training and qualification function area. The successful candidate will partner with the T&Q FAM/Laboratory Training Manager and the 20+ training organizations across LLNL to ensure comprehensive, coordinated, and cost-effective institutional training and qualification programs. The successful candidate will lead training efforts and respond to requirements with respect to compliance training.

Essential Duties

  • Lead training efforts in a consultative role and apply expertise to ensure fulfilment of strategic training and development deliverables that have institutional impact. Develop and implement training policies and procedures.

  • Respond to requirements or requests from the Management Assurance System (MAS), Contractor Assurance System (CAS), and Issues Tracking System (ITS) with respect to compliance training. Assess the needs and determines path forward.

  • Respond to year-end evidence compilation requests for Performance Evaluation Plan (PEMP) Measures and Contributing Factors.

  • Lead effort is updating the Lab's Annual Training Report and contributing to the Integrated Health of the Program (IHOP) presentation.

  • Maintain DOE complex collaborative agreements (MOU/MOA) around shared training as cost saving measure and facilitates course equivalency determinations.

  • Schedule, plan, perform, and report the results of and follow-up on after action requirements for Joint-Functional Line Management Assessments and/or Management Self-Assessment (MSA) and other audit requirements.

  • Conduct informal observations of training courses across the Laboratory to ensure DES 5501 and its supporting documentation are followed.

  • Review new and updated DOE orders and standards collaborating with training managers in the Nuclear Facilities to provide comments in REVCOM.

  • Maintain Requirement Implementation Documents in DevonWay.

  • Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.

  • Bachelor's degree in training and development, Education, Human Resources, Business or a related field, or equivalent combination of education and extensive related experience.

  • Knowledge of training and development industry practices, experience, and ability to anticipate needs, make recommendations, and generate solutions.

  • Experience interacting effectively, and providing consultation, with senior management or executive levels on matters concerning functional area, divisions, and/or customers.

  • Experience exercising diplomacy and negotiation skills, influencing perceptions and outcomes in sensitive situations, while maintaining personal and organization relationships.

  • Experience establishing operational objectives and work plans and delegating issues effectively across all levels and directing staff on institutional and diverse projects and programs.

  • Experience working on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.

  • Ability to interpret institutional policies and procedures and DOE Orders and Standards.

Special Requirements

Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.
