BEAR RIVER ASSOCIATION OF GOVERNMENTS Director of Community and Economic Development in LOGAN, Utah

JOB TITLE: DIRECTOR       FLSA: EXEMPT                                  Grade: 11

DEPARTMENT: COMMUNITY AND ECONOMIC DEVELOPMENT        EFFECTIVE DATE: 9/16/2024

Salary Range: $65,000 to $80,000 annually depending on experience.

APPOINTMENT LENGTH: Full time benefitted position beginning 10/01/2024.

GENERAL PURPOSE:  Performs a variety of administrative and technical work involving community and economic development planning and technical assistance programs.

SUPERVISION RECEIVED: Works Under General Supervision from the BRAG Executive Director.

SUPERVISION EXERCISED: Provides supervision to all Community and Economic Development staff members and interns.

EXAMPLE OF DUTIES:  • Exercises supervision over department personnel; assigns and evaluates work; trains new employees. • Prepares applications for state or federal assistance; coordinates programs for public input; prepares annual fiscal budgets for all Community and Economic Development programs; supervises all contracts with private and government consultants; administers annual budget. • Pursue grant opportunities to build agency capacity and support municipalities in the Bear River region.  • Supervises and coordinates the activities of all contractors and staff assigned to Community and Economic Development to formulate work plans, contracts, sub-agreements, and progress reports. • Conducts independent research, gathering data, making evaluations, and developing plans and recommendations; develops mapping systems. • Prepares reports of program activities necessary for obtaining and complying with grants. • Acts as liaison, as appropriate, between local officials and agency personnel on projects related to community and economic development. • Gives presentations of programs to elected officials, citizen groups, and other interested parties. • Meets with various agency personnel to discuss, define and implement coordinated approach to natural resource, economic, and land use planning. • Evaluates the work program and performance of grantees and approves reimbursement requests. • Coordinates and provides staff support to the natural resources and technical advisory committees; works with committee chairpersons to determine and prepare agenda items. • Coordinates implementation of federal and state programs in northern Utah to assure maximum conformance with local policies. • Performs related duties as required. 

 

MINIMUM QUALIFICATIONS: 

  1. EDUCATION AND EXPERIENCE:  A. Graduation from an accredited four (4) year college or university with a degree in planning or a related field,

AND

B. Three (3) years of work-related experience and demonstrated ability to perform the responsibilities of this classification,

OR

C. A master's degree in planning, or a related field and one (1) year of work-related experience,

OR

D. Any equivalent combination of education and experience.

  1. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of the principles, methods, techniques and practices of regional and local planning; Considerable knowledge of methods and techniques involved in the collection, evaluation and organization of economic and land use data Working knowledge of the planning objectives and programs of federal planning agencies Adequate knowledge of the principles and practices of organization, management, administration, and supervision as it pertains to the programs Working knowledge of budget and fiscal manag ement Knowledge of grant application and disbursement procedures Ability to conduct planning research, to formulate and implement plans and to serve in planning and advisory capacities to planning bodies Ability to effectively supervise and communicate with program staff Ability to communicate effectively in verbal, graphic and written form, and to make public presentations.
