DESCRIPTION
The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified, at-will, full-time Community Program Specialist III to serve as the Program Analyst in the Homeless Services Bureau. Reporting to the Homeless Administrative Services Coordinator, the program specialist oversees various grants in the Homeless Services Division, including ESG (program and fiscal), the Homeless Veterans Initiative, the Interjurisdictional Collaborative Program and the HOME applications. This position is located at Housing Authority building, 1500 Hughes Way, Long Beach, CA 90810.
EXAMPLES OF DUTIES
Researches, analyzes, interprets, develops, and implements policies and procedures;
Ensures compliance with regulations, including monitoring and interpreting of government regulations to ensure compliance for all grant-funded programs;
Develops, reviews, and updates policies and operating procedures, creates and updates forms, and provides training to sub-recipients;
Assist with grant renewals for the division;
Generates reports, applications, documents, subcontract agreements, and other administrative materials for grants;
Reviews data and performance management to ensure grant compliance and deliverables; monitors facilitates, and evaluates participant involvement in grant programs;
Interfaces with funders to ensure compliance and maximization of grant funding;
Develops and provides oversight for Requests for Proposals (RFPs) and contracting for grants, vendors, subcontractors, and other agencies as needed;
Works with Development Services to prepare and update the Consolidated Plan and Annual Action Plan;
Manages, updates, and maintains division documents;
Leads efforts and reports assigned by City leadership;
Other duties as assigned.
REQUIREMENTS TO FILE
EDUCATION:
Bachelor's Degree in Public Health, Business Administration, Public Administration or a closely related field(Proof of education required).
Professional experience beyond the minimum qualifications may be substituted for the required education on a year-for-year basis.
EXPERIENCE:
A minimum of two (2) years of full-time professional experience in supervising contracts and grant administration and/or compliance.
A Master’s Degree in Business, Public Administration, Public Health, or a closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.
ADDITIONAL REQUIREMENTS:
Valid motor vehicle operator license.
Required to obtain a California motor vehicle operator license within 6 months if out of state. DMV K4 driver license information report printout required during onboarding for California residents.
Willingness to work overtime, weekends, and evenings
Desirable Qualifications:
Master’s Degree in Public Health, Business Administration, Public Administration, or a closely related field.
Three (3) years of full-time professional experience in supervising contracts and grant administration and/or compliance.
Experience with Homeless Management Information System
Bilingual skills (Khmer, Spanish, Tagalog, and/or Vietnamese)
Excellent Interpersonal, written, and verbal communication skills
Proficiency in the use of computers, including email, internet, and office productivity software (Microsoft, Word, Excel, Outlook, and PowerPoint).
Ability to:
Learn, interpret, retain, and communicate technical and complex information, terminology, policies, and procedures related to grant programs and compliance;
Research and analyze data using a systematic and logical approach;
Communicate clearly and concisely, both orally and in writing;
Understand and follow oral and written instructions and procedures;
Maintain accurate records and files;
Work independently and/or as part of a team;
Work effectively with a wide variety of people by consistently exercising tact, good judgment, and a proactive, problem-solving focused communication style;
Operate office equipment including computers, printers, and copiers as well as the word processing, spreadsheet, e-mail, database, and program-specific applications;
Type and enter data accurately.
