Los Alamos National Laboratory Staff Operations Manager 3 in Los Alamos, New Mexico
What You Will Do
The Prototype Fabrication (PF) Division seeks a Staff Operations Manager (SOM) to serve as a member of the PF Division management team and provide high level administrative, business, and operational support to Division and Group managers. Reporting to the Division Leader, the SOM works in collaborative and professional team environments and serves as a key advisor to advance the mission of the Division.
The SOM ensures that the Division Leader and Deputy Division Leaders are properly equipped and informed to successfully manage the Division's daily business. This individual maintains contact with all levels of Laboratory staff and management, has the authority to represent management on activities and committees, and serves as a liaison in responding to internal and external institutional requests.
The SOM serves as a key point of contact for support staff across the Division and will lead efforts that enable the continuous development of these personnel. They will conduct research and analysis on technical, operational, policy, and administrative issues related to PF Division and present recommendations to management. They coordinate, oversee and execute the Division's response to action items and data calls and provide guidance to managers and employees on operational and administrative issues where consistency across the Division is necessary for effectiveness, efficiency, and regulatory or policy compliance.
The SOM is responsible for working closely with HR professionals on performance, merit, personnel issues, and will also oversee the complete, accurate, and timely submittal of hiring packages and actions for the Division. Additional responsibilities include collaborating with financial professionals on budget development, planning and tracking, and the oversight of division space.

Professional Expertise:
- Advanced knowledge and successful demonstrated experience with the administrative management of business, operational, and/or programmatic activities in the following areas: safety, quality, security, financial management, human resources, community/customer relations, training, and procurement.
Leadership/Influence:
Advanced supervisory experience with an excellent record of team building, collaboration, and leadership.
Knowledge of, and demonstrated successful experience in, management, supervision, mentorship, and professional development of employees.
Personal Leadership:
Excellent organizational skills to independently establish priorities and track deliverables while working effectively under pressure, with frequent interruptions, as well as managing projects and executing complex operational and business assignments.
Demonstrated record of dependability, reliability, and commitment to the long-term needs of the job duties and programmatic goals of the organization.
Problem Solving:
Advanced experience in effective decision-making and creative problem-solving including skills in researching and recommending alternative solutions to problems.
Expert knowledge of, and successfully demonstrated experience in, developing, implementing, and managing innovation and process improvements.
Education/Experience:
- Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Effective Communication:
Advanced ability to interact effectively with all levels of internal and external personnel and customers.
Excellent oral and written communication skills, including expert skills and proven experience in the preparation of reports, matrices, presentations, drafting and implementation of new process and procedures, and preparing correspondence for executive level managers.
Desired Qualifications:
Advanced knowledge of the Laboratory's organizational structure and implementing policies, procedures, and instructions.
Demonstrated proficiency in multiple laboratory-wide systems and applications to include Oracle, Concur, iProcurement, ILINK Management Observation System, performance management and computer software applications (e.g., Microsoft Office Suite).
Experience working with sensitive and classified matter in a classified environment.

Work Environment:
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
