Los Alamos National Laboratory Staff Operations Manager 3 in Los Alamos, New Mexico

What You Will Do

The selected candidate will function as the Staff Operations Manager (SOM) for Dynamic Experiments (M) Division. Dynamic Experiments (M) Division is responsible for current and evolving explosive science and shock physics efforts as well as High Explosive (HE) fabrication, disposition, and execution of hydrodynamic experiments. We support National Security through the characterization and application of energetic materials and understanding material response at extreme conditions to address conventional, nuclear, and homeland defense needs. The Division has a diverse portfolio of research, development, and application projects involving the dynamic properties of inert and reactive weapons materials. Competencies include the physics of shock waves in inert and energetic materials (EM), pressing, machining and inspection of EM into research and development (R&D) weapon system test components as well as R&D of EM, the shock initiation and detonation physics of explosives, the response of explosives to stimuli including electrical, chemical, mechanical, thermal, impact, shock and laser interactions, and the diverse application of high-explosive driven pulsed-power (HEPP) systems.

Reporting to the Division Leader, the SOM will serve as a key member of the management team, enabling business and operations excellence in support of the M Division Mission using research, development, and recommendations of best-practice techniques and methodologies while ensuring compliance within all Laboratory policies and procedures.

Specific duties of the position include but are not limited to the following:

  • Oversee and coordinate the day-to-day function of the division business, operational, and administrative management activities, including but not limited to, long- and short-range strategic planning, research, analysis, tracking, coordination, communication, and implementation of a wide variety of business and operations functions.

  • Provide leadership and oversight for the administrative staff in the division.

  • Function as a member of the M Division management team and participate strategically and tactically in decisions impacting M Division and its stakeholders across the Laboratory.

  • Advise M Division management and employees on operational and administrative issues where consistency across the division is necessary for effectiveness, efficiency, and institutional compliance and cost-savings.

  • Develop and implement communication strategies across the organization and external to the Laboratory to assist M Division in increasing effectiveness of M Program implementation.

  • Review monthly business stewardship reports, work with finance representatives to identify and correct issues, and keep Division Leadership informed of issues and/or trends.

  • Partner with Human Resources on workforce-related projects and processes in order to provide guidance to M Division management to allow the Division Leader to make informed decisions.

  • Represent M Division management on activities, committees, and serves as a liaison in responding to institutional requests.

What You Need

Minimum Job Requirements:

Business Operations

  • Advanced experience and knowledge of Laboratory business operations relating to safety, security, budget and resource planning, human resources, and procurement.

  • Advanced knowledge and experience using LANL systems such as procurement systems, P-Card system, training systems, procedures management, and Issues Management and other quality systems.

Leadership

  • Expert level experience taking initiative and working to resolve complex issues in a manner that fosters institutional values, staff productivity, and customer satisfaction, commitment to excellence in operations, staff relations, and customer relationship management.

  • Ability to function as a member of an executive management team, to work effectively with all levels of internal and external personnel, and to gain consensus, build teams, and resolve conflicts.

  • Demonstrated experience in strategic planning and implementation.

  • Demonstrated experience leading small teams and mentoring other staff or students.

Problem Solving

  • Extensive experience organizing complex, multi-tasked projects through prioritization and teaming with others.

  • Demonstrated experience taking ownership of multiple and conflicting issues in a manner that fosters institutional values, staff productivity, customer satisfaction and buy-in.

Communication

  • Excellent oral and written communication skills.

  • Skills and experience in conflict resolution.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Familiarity with Weapons Program Engineering.

  • Experience with all LANL Business systems and knowledge of LANL organizations.

  • Demonstrated experience supervising and managing people effectively.

  • Advanced knowledge of the postdoc and student programs policies and procedures.

  • Experience planning events including conferences and high-level meetings, often involving cleared and uncleared foreign nationals.

  • Knowledge of programmatic activities and requirements for M Division.

  • Active Q clearance

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
