    DEFINITION

    Maintains, repairs, tests, configures, and installs fixed, mobile, and portable radio communications and related equipment.

    CLASSIFICATION STANDARDS

Positions allocable to this journey-level class typically report to an Electronics Communications Technician Supervisor.

These positions require incumbents to exercise knowledge of the protocols, procedures, techniques, and equipment used to maintain, repair, test, configure, and install fixed, mobile, and portable radio communications and related equipment.

Individual positions may have specialized assignments within functional areas such as fixed and mobile two-way public safety radio; microwave transmission; command and control; and helicopter and light aircraft communications.

Incumbents frequently lift tools, supplies, and equipment weighing 10 - 25 pounds, and occasionally over 25 pounds. Equipment installation, repair and replacement duties require incumbents to regularly use 6-foot and taller ladders, and perform tasks that require bending, stooping, squatting, twisting, and reaching. Physical dexterity, color perception, and visual acuity are required for working with color-coded wires and cables.

Essential Job Functions

Maintains specialized aviation electronic equipment by inspecting, testing, repairing, configuring, and replacing equipment in order to ensure: a) the equipment is in compliance with the manufacturer’s specifications and b) aircrews can perform their mission.

Assists quality assurance inspectorswhen Federal Aviation Administration (FAA) certification is required by recommending procedures and inspecting/testing equipment in order to maintain compliance with Federal Aviation Regulations (FARs).

Performs in-flight troubleshootingby flying with flight crews, observing equipment operations, determining solutions, recommending equipment, etc. in order to ensure equipment is in compliance with the manufacturer’s specifications.

Adapts commercial equipmentfor specialized uses by creating interfacing solutions in order to meet flight crew mission requirements.

Orders specialized aviation electronics equipment parts and suppliesas needed by identifying needs and informing purchasers in order to ensure parts and supplies are available.

Keeps airframe times, materials, and service recordsby using a computer, entering information, reviewing/analyzing information, etc. in order to maintain airworthiness.

Participates in the set-up and operation of tactical air-to-ground communications systemsby installing, testing, maintaining radio and antenna systems in order to ensure critical radio communications capabilities.

SELECTION REQUIREMENTS

Specialty Requirements:

Four years of experience in the installation, maintenance, and repair of aircraft radio communications transmitting and receiving equipment, one year of which must have been at the journey level. *

VISION: Vision and color perception must be adequate to effectively and safely perform essential job-related functions.

LICENSE(S)

A valid General Radiotelephone Operator License issued by the Federal Communications Commission (FCC). **

A valid California Class C Driver License ** * is required to perform job-related essential functions.All applicants must possess a valid California Class C Driver License at the time of appointment.

Out-of-state applicants must have a valid license from the state in which they reside at the time of filing.Out-of-state applicants will be required to obtain a California Class C Driver License prior to appointment.

*Successful applicants for this position will be required to obtain a copy of his / her driving record from the California State Department of Motor Vehicles before being appointed. PHYSICAL CLASS

Physical Class III – Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

SPECIAL REQUIREMENT INFORMATION

*Journey-level experience applies to a person who has completed an apprenticeship program or is an experienced worker, not a trainee, and is fully qualified and able to perform a specific trade without supervision.

SUPPLEMENTAL QUESTIONNAIRE

As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait twelve (12) months from the date of the disqualification in order to reapply.

EXAMINATION CONTENT

This examination will consist of a structured interview assessing applied experience and training; technical knowledge; troubleshooting; active learning; attention to detail; interpersonal relations; customer contact; technical translation; safety; and oral communications weighted 100%.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

ELIGIBILITY INFORMATION

The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation. Applicants will be processed on an as-received basis and promulgated to the eligible register accordingly.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
