Summary This National Guard position is for a HR Specialist (Military) with Recruitment Incentive, Position Description Number D2009000 and is part of the WI JFHQ G1, Wisconsin Army National Guard. A Recruitment Incentive of up to 25% of base salary may be authorized for this advertisement (i.e. Step 1 = $14,991.50) (Note: This incentive is only applicable to employees entering the Federal Technician program) Responsibilities As a HR Specialist (Military) with Recruitment Incentive, GS-0201-9, you will provide technical expertise and guidance for all military personnel assigned in the State and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, Integrated Personnel and Pay System-Army (IPPS-A), or the Personnel Services Section. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E-4 through E-6 Conditions of Employment: - National Guard Membership is required. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Federal employment suitability as determined by a background investigation. - May be required to successfully complete a probationary period. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - May occasionally be required to work other than normal duty hours; comp time may be required. Qualifications GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: To qualify for the GS-0201-09 level: You must have at least 24 months experience providing technical guidanceand assistance in the type of work or in comparable work of the position to be filled. You must have a thorough knowledge and understanding of administrative procedures and practices of personnel management. Experience developing administrative procedures.
