EpiC Philippines Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC is launching a new multi-year project in Philippines. EpiC will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.
The EpiC Senior Program Officer (SPO) will provide critical technical and program management oversight to the EpiC project in Philippines, particularly focusing on strategy development, technical assistance coordination and ensuring strong collaborations with the local implementing partners and related agencies. The SPO will coordinate and track the technical assistance strategy across the EpiC results areas, respond to capacity building needs of local partners, monitor progress and compliance, conduct quality assurance, evaluation and reporting. The incumbent will assist with establishing and maintaining strong collaboration and networking with a variety of stakeholders at the national, provincial and district levels, and will liaise with all EpiC technical and programmatic staff as well as related departments at the regional and HQ level.
Provide technical and program management coordination oversight to the EpiC project in Philippines, particularly with the local implementing partners.
Manage requests for TA from EpiC partners and track responsiveness and progress.
Provide support to strengthen management, processes and overall operations of implementing partners.
Monitor overall progress against program deliverables, goals and objectives.
Work with EpiC technical and program team to develop technical and programmatic strategies for the project.
Cultivate strong working relationships with local, national, and international stakeholders including all local implementors (IAs), Ministry of Health, USAID, CDC, GFATM etc. and other relevant organizations in Philippines to ensure smooth operation of programs and activities supported by FHI 360.
Coordinates with the Strategic Information Advisor in strengthening of monitoring and evaluation systems that track and report program progress.
Contribute to the development, review and submission of project work plans, and progress reports.
Represent FHI 360 in key technical working groups (TWG).
Work with EpiC staff in the country, region and in headquarters on the development and review of sub-awards.
Supports the design, coordination and implementation of subawards and capacity building, manage the development and utilization of training tools and methodologies for capacity strengthening as well as compliance, monitoring and evaluation, and reporting.
Ensure appropriate monitoring of subgrantees to achieve financial, administrative and programmatic goals.
Coordinate with EpiC Finance Manager to ensure the quality of subaward and compliance with donor and FHI 360 regulations.
Maintain and monitor the project specific information system in order to respond fully to donor reporting requirements.
Work closely with the LINAKGES management teams in HQ, Regional Office and Country level to ensure program quality according to FHI 360 standards and ensure the achievement of results for which FHI 360 is responsible under agreement with the donor.
Provide contract management support to ensure that FHI 360 meet the requirements of the Project, including submission of all deliverables according to the set timeframe as well as review and coordinate the development and submission of financial and progress reports to other donors as required
Provide support in processing consultancy agreements and contracts.
Report regularly to the EpiC Project Director/Philippines on progress and status of EpiC activities.
Stay current and up to date on all aspects of PEPFAR programming and reporting.
Coordinate between APRO Project Support Unit (PSU) and Contract Management Services
Participate in periodic assessments of the project and site visits as assigned.
Coordinate HQ review and approval of subgrants/subcontracts.
Masters or MBA in management, public health or social sciences
At least five years of experience with NGOs or INGOs involving program implementation and management, preferably in HIV/AIDS prevention and care program.
Superior written and oral communications skills
Work independently with initiative to manage high volume work flow, may structure work of staff members
Experience in providing program management support to development project
Experience in working with country programs funded by US government or other international donors
Knowledge of health programs (HIV/AIDS, reproductive health, family planning, public health, international development, and/or social science research) in Philippines
Sensitivity to cultural differences and issues surrounding HIV/AIDS
Financial management, research, report writing and/or analyses.
Relevant language skills preferred.
Relevant computer software skills.
Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
Work well in cross-cultural settings
Ability to travel at short notices
The position will be based in Manila, Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
