Summary This position serves as an Inventory Manager in the Commodity Management Division of the Supply Management Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s). Responsibilities Duties include, but may not be limited to the following: Manage and control expendable (EX) assets for a VA HCS and supported catchment area; Conducts short, mid, ad long-term advanced planning for EX items and durable medical equipment (DME) utilizing enterprise-wide computerized planning tools; Uses a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need-to-intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternate sources of supply, and other similar conditions; Perform analytical work to manage, regulate, coordinate, or otherwise exercise control of EX supplies; Forecasts short- and long-range inventory needs considering changes in medical and surgical technologies, clinical scheduling changes, and program requirement; Participates in VISN and facility strategic planning to support major and minor projects and initiatives] Develops acquisition strategies to acquire and purchase DME; Analyzes and advises the customer on supply/DME purchase recommendations utilizing tge "bestvalue" approach; Manages inventory, independently sets initial stock and par levels and reorder points, and resolve issues for a complete medical or service category; and Utilizes best practices, principles and tools, and concepts and methodologies to determine and evaluate supply system performance. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. for the GS 9 Position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Minimum Requirement: Specialized Experience/Education (GS-07): One (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages and controls EX assets for a VA HCS and supported catchment area. Recognized as an authority on EX asset management and serves as a subject matter expert to all services and service lines. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems across organizational lines. Acts as the focal point for all new equipment procedures. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. OR Substitution of Education: Successfully completed one (1) year of progressively higher level graduate education, leading to such a degree, in a major field of study related to the work of the position with courses which provided the knowledge, skills, and abilities necessary to perform the duties of this position OR qualify for the Superior Academic Achievement (S.A.A.) provision. Utilizes automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Initiates Reports of Survey (ROS) for lost, damaged or stolen property. Reviews ROS for accuracy and completeness; solicits additional information from Service Lines or designated officials to clarify or explain circumstances surrounding the report. Assists Medical Center Police in investigating all lost property. Researches receipts, issues, surveys and other available sources to assist supervisor or higher graded specialist in resolving inventory management problems. Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors.
