Summary The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S. Responsibilities Major Duties and Responsibilities: Serve as Branch Chief within the National Counterintelligence and Security Center (NCSC), National Counterintelligence Directorate (NCD), Operations Coordination Group (OCG) and carry out NCSC's responsibilities as the intelligence mission manager for counterintelligence (CI). Lead and manage the day-to-day branch activities for coordinating and deconflicting Intelligence Community (IC) CI activities abroad in accordance with ICD 304, ICD 310, and/or other policy directives. Lead staff in initiating, cultivating, and maintaining productive working relationships with CI agencies, and as appropriate, members of IC and/or other organizations, policy groups, and affected CI stakeholders or enablers. Manage and oversee, guide, and monitor governance structures to ensure decisions are made through the appropriate level of fora and any disagreements among agencies are resolved expeditiously. Engage CI community through outreach on methods, policies, and practices to ensure coordination is efficient and fully collaborative in planning, initiation, and conduct. Oversee to ensure data systems can achieve operational capability with constrained resources; rank and prioritize competing requirements for additional tools and capabilities through a transparent and accountable methodology. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Lead and support briefings to senior IC officials and other major stakeholder's collaboration progress, issues and challenges. Other duties, as assigned. Requirements Conditions of Employment Qualifications Mandatory Requirements: Extensive knowledge of CI and extensive experience in conducting strategic CI operations. Extensive knowledge of IC organizations CI components, mission posture, structure, capabilities, processes and policies. Demonstrated ability to anticipate issues relevant to the IC and U.S. Government and recommend/implement needed actions. Extensive leadership skills and ability to lead interagency working groups and build coalitions with IC elements to achieve common goals; previous experience in leading/supervising a team in a fast-paced environment. Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including the superior ability to manage human, financial, and information resources. Extensive analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Demonstrated ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement. Extensive interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Excellent and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Demonstrated ability to direct taskings, assess and manage performance, collaborate on goal setting and support personal and professional development of all levels of personnel. Quantifiable Objective Bachelor's degree or equivalent experience with CI and conducting strategic CI operations. Desired Requirements: 10 years of CI experience in conducting strategic CI operations. Certified as a strategic CI operations officer or similar training certification. Previous intelligence mission management experience. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
