Office of the Director of National Intelligence Senior Mission Manager for Russia Eurasia in McLean, Virginia

Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Major Duties and Responsibilities: Within the office of the National Intelligence Manager for Russia, Europe and Eurasia (NIM-REE), manage and assess personnel performance for the Russia/Eurasia team. Lead team to maximize performance and support professional development. Provide intelligence direction and deliver support to high-level policy engagements, collection, counterintelligence, foreign partnerships, and activities that span the US Intelligence Community (IC) . Lead collaboration across IC elements and ODNI offices to meet customer requirements in accordance with mission goals and objectives. Optimize and integrate IC efforts across the Russia/Eurasia community in accordance with strategic objectives and priorities. Oversee various interagency communities of interest (COI) to advance mission priorities. Develop and deliver briefings to senior IC and policy officials and other major stakeholders. Oversee the release and sharing of intelligence at appropriate levels to meet IC and policy requirements. Manage the development and preparation of internal and external memoranda, reports and other correspondence, including responses to IC leaders and senior policymakers. Monitor IC capabilities to identify potential gaps, vulnerabilities, and opportunities. Oversee ranking and prioritizing of competing requirements for additional capabilities through a transparent and accountable methodology. Other duties, as assigned. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Expert knowledge of IC organizations, IC mission posture, structures, capabilities, processes, and policy development. Superior leadership skills including the ability to lead interagency working groups and build coalitions that are accountable for results. Superior analytical and critical thinking skills, including a demonstrated understanding of the region, ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior ability to manage strategic and tactical level topics, and develop innovative recommendations and solve complex problems. Superior interpersonal skills and demonstrated ability to work independently and in a team. Superior oral and written communication skills, including the ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Expert ability to function in a dynamic environment, operate independently, take initiative, and effectively manage a variety of competing tasks. At least 12 years of Russia/Eurasia regional experience and a Bachelor's degree in related field. Desired Requirements: Bachelor's degree in Russian or Eurasian studies, or closely related discipline. Superior knowledge of US DOD structure, intelligence mission, capabilities. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
