Health First Environmental Safety Admin- Emergency Preparedness in Melbourne, Florida

Position Summary

The Environmental Safety Administrator develops and maintains critical elements of the Environment of Care, Life Safety, Emergency Management and Chemical Waste programs to ensure regulatory compliance and a safe environment at all Health First Facilities.

*Primary Accountabilities *

  1. Coordinates and leads Environment of Care Tours for all hospitals in the IDN with other multi-discipline Environment of Care (EC) Team Members. Ensures Federal, State of Florida and local rules, regulations and guidelines are met regarding storage, labeling and when needed, disposal of Health First’s chemical inventory.
  2. Ensures reporting requirements for hazardous substances are compliant with Federal, State of Florida and local regulations; ensures all hazardous chemical material spill incidents are addressed, mitigated, and documented in a timely manner. Assists Emergency Management with any Reportable Quantity Issues/Events.
  3. Manages emergency preparedness related to chemical hazards: ensures timely Hazwoper team training including annual recertification to maintain a certified team; manages/inspects all hospitals’ hazardous chemical waste storage areas, including proper segregation and labeling, and maintains all associated documentation for these chemical waste storage areas, including chemical waste shipping manifests and annually completing USA/DOT Certificate of Registration for shipping hazardous chemicals by highway.
  4. Responds and leads as needed for hospitals’ decontamination of area due to a chemical or terrorist-related event in the community; assists the emergency preparedness team with hazardous materials decontamination PPE and related equipment in a state of readiness, conducting quarterly decontamination response team training and annual competency reviews to maintain proficiency and respirator fit-testing adhering to the Respiratory Protection Program.
  5. Assists all Health First associates regarding hazardous chemical materials and wastes, department chemical inventories, universal waste (lamps/bulbs) and hazardous pharmaceutical wastes; investigates incidents related to environmental safety, hazardous materials, and fire safety, documenting findings and recommending corrective actions.
  6. Provides Standing Reports for Hazardous Chemical Materials and Waste, to the Environment of Care Committee.
  7. Facilitates industrial hygiene air monitoring for OSHA-regulated operating room medical gases and other chemicals as appropriate. Maintains all associated documentation for this monitoring. Conducts air monitoring as needed for environmental or life safety needs.
  8. Designs, implements, and monitors performance for The Joint Commission (TJC) Safety, Hazardous Materials, and Waste Management plans. Develops/provides corrective action initiatives for achieving desired Performance Indicators to TJC Elements of Performance standards.
  9. Maintains an appropriate inventory of necessary spill clean-up supplies for the chemical waste storage areas; maintains IDN /MSDS OnLine Database chemical inventories.
    1. Coordinates efforts to reduce the amount of hazardous chemicals used throughout the healthcare system and implements ways to reduce costs associated with hazardous materials and waste.
    2. Ensures equipment is in satisfactory working condition and checked at least monthly.
    3. Coordinate or assist in emergency management training and drills, including participation in emergency response activities. Understands the organization’s emergency alert and notification system, procedures, and ensures appropriate staff is educated as well. Participates in and supports various Press Ganey initiatives in areas of expertise.
    4. Participates in an annual hazard vulnerability assessment (HVA)/ risk analysis to determine the facility’s risk for natural (e.g., hurricanes, floods, earthquakes), technological (e.g., nuclear power plant emergencies or hazardous materials spills), human-caused (e.g., active shooter or hostage situations), and other disasters.

MINIMUM QUALIFICATIONS

  • Education and Experience: Bachelor’s degree in business, Criminal Justice, Safety, Industrial Hygiene or related field with three (3) years of experience in Industrial Hygiene, Hazardous Materials Management, Fire, Safety, or related field in healthcare setting.
  • Work Experience in lieu of Education: At least five (5) years of experience in Industrial Hygiene, Hazardous Materials Management, Fire, Safety, or related field in healthcare setting.
  • Certification: One of the following professional designations preferred: CHPA, CHMM, CSP, HEM, CHSP, HRM, LHRM or obtain one (1) within 12 months of hire/transfer.
  • Training: o DOT/HazMat Shipping Training or obtained within three (3) months of hire/transfer and retrain every three (3) years. o Incident Command System training consisting of ICS-100, 200, 700, and 800 completed or successfully completed within three (3) months of hire/transfer. o Completion of OSHA 30, OSHA 511, and 40-hour HAZWOPER training, and HazMat operations level 8-hour operations training within (6) months of hire/transfer and annually.
  • Knowledge/Skills/Abilities: o Demonstrated knowledge of TJC, OSHA, US-EPA (SARA Title III, EPCRA, CERCLA, etc.), FLDEP, DOT, NFPA Life Safety Code regulations/guidelines, health and safety principles. o Ability to wear, don and doff respiratory protection, and protective spill clean-up clothing and be active on the Decon Response Team. o Must be able to work in confined areas such as OSHA defined confined spaces. o Must be able to rapidly respond to emergency situations from home or satellite facilities. o Must be able to climb stairs. o Proficient computing skills including Microsoft Word, Power Point, and Excel. o Ability to write concise incident reports, draft clear policies, and procedures with ability to professionally and appropriately respond to official inquiries. o Interpersonal communication and collaborative skills to work well with volunteers, community groups, fellow associates, visitors and regulatory agencies. o Ability to meet deadlines and complete work in a timely manner. o Ability to perform duties independently, lead project work and possess creativity.

    PHYSICAL REQUIREMENTS

  • Physically agile; may require walking, standing running, bending, stooping, kneeling, climbing or crouching frequently.

  • Medium work that may include lifting or moving objects up to 50 pounds of force occasionally, with or without assistance.
  • May require moving self in different positions to accomplish tasks in various environments including tight and confined spaces, including reaching out and above shoulders or over head.
  • May lift, turn, pull, push, or ambulate people and/or equipment with or without assistance up to 90% of the assigned shift.
  • May be exposed to inside and outside environments with varied temperatures, air quality, lighting and/or low to loud noise.
  • May require working with biohazards such as blood/body fluids and airborne particles following OSHA and CDC Guidelines.
  • Communicating with others to exchange information.
  • Visual acuity and hand-eye coordination to perform tasks.
  • Workspace may vary from open to confined; on site or remote.
  • May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
