Summary This National Guard position is for a AIRCRAFT MAINTENANCE MANAGER - Title 32, Position Description Number D2410000 and is part of the WI 128 MXG, Wisconsin Air National Guard. This position will also be advertised as AGR MVA 24-068 Responsibilities As a AIRCRAFT MAINTENANCE MANAGER - Title 32, GS-1601-13, you will serve as the Senior Aircraft Maintenance Manager as the Aircraft Maintenance Squadron Commander with the assigned responsibility for directing and managing Squadron Personnel, Equipment, and overall readiness of all assigned resources. Incumbent partners with the Group Commander, as well as the other Commanders and organizations in the Wing to plan, schedule, and implement a flying program following overarching Operational Risk Management (ORM) concepts. Incumbent also coordinates efforts with numerous outside agencies to execute responsibilities. The supervised workforce may fluctuate daily to meet mission requirements. The workforce may include: Title 32 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Title 5 NG Employees, state employees, other civilian, military duty personnel. *NOTE: This job announcement will cover both vacant fulltime squadron commander positions within the 128th MXG (AMXS and MXS). Upon completion of interviews the hiring official will determine the candidate and the placement within the appropriate squadron. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: O-3 through O-5 Conditions of Employment: - National Guard Membership is required. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Federal employment suitability as determined by a background investigation. - May be required to successfully complete a probationary period. - Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - May occasionally be required to work other than normal duty hours; overtime may be required. - This position requires the incumbent to occasionally travel away from the normal duty station. The incumbent must be willing and able to travel on military and commercial aircraft. - Incumbent is required to maintain qualifications and/or certifications of position assigned. - Position does not require the piloting or pilot instructing of military aircraft. Qualifications GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of aircraft maintenance work, skill in reading technical drawings and specifications, using technical data, making computations, and maintenance documentation. Experience using computer and information systems. SPECIALIZED EXPERIENCE: To qualify for the GS-1601-13 level, you must have at least 36 months experience in planning, organizing, scheduling, and directing aircraft maintenance and repair network activities. Experience in developing, coordinating, and implementing maintenance plans, policies, and schedules to meet unit and mission taskings. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and managing personnel of an aircraft maintenance squadron.
