Position Description This position will plan, coordinate and manage skilled City and contract employees in the operation of City owned buildings and grounds to include maintenance best practices ensuring the ongoing repair, preservation, management and planned replacement of facility assets. Work Location This position currently works on-site only. Job Duties and Responsibilities Employ best practices in asset management, facilities maintenance, maintenance management, and work management to meet required levels of service. Understand levels of service with respect to facilities and operational targets for energy use, occupied space requirements. Working with Supervisors, maintain up-to-date knowledge of process and equipment performance. Identify and evaluate changes in operating conditions and/or enhancements to improve performance. Ensure life safety, staff training, licensing and OSHA compliance certification requirements and met and records are electronically maintained and readily reportable. Ensure effective scheduling and testing of emergency building components is planned, scheduled, completed and records are electronically maintained and readily reportable. Manage supervisors and their staff in the planning, scheduling, coordination and execution of repair and maintenance activity for City owned facilities. Train and promote quality work planning and work coordination with effective use of materials warehouse, tools, resources and services. Ensure timely execution of work. Ensure quality and accuracy of work order processing, clarity in work requests proper work prioritization, timely execution and accurate entry of work actuals and review of completed work. Proactively plan and oversee repairs of critical equipment. Perform quality assurance review of asset and maintenance data in the computerized maintenance management system (Maximo). Regularly conduct, review and validate facilities condition assessments including performance, and reliability of building systems. Formalize and implement preventative maintenance programs in partnership with the skilled trade's foremen, and fellow supervisors based upon facilities maintenance best practices. Monitor said program and optimize appropriately. Advise and inform capital project programming for major replacement and rehabilitation projects. Monitor asset onboarding activities to ensure operations and maintenance-ready equipment and facilities. Provide input and review during annual budgeting process and assist in monitoring expense budgets throughout the year. Plan, coordinate and supervise construction and maintenance projects. Assist in the preparation of budgets for projects as required. Develop and evaluate bids. Make recommendations through the Purchasing Department. Recruit, select, develop, train, and manage the performance of staff. Establish performance standards for direct reports. Regularly monitor and provide feedback (both positive and corrective). Ensure the same is done for all levels of staff within reporting line. Work with direct reports to understand professional development goals and needs, and identify training and mentoring opportunities. Develop and implement operational policies and procedures. Ensure they are documented and kept up to date. Monitor the progress of staff training; assist in scheduling and prioritizing of training activities as necessary. Maintain working knowledge of labor agreements and City and departmental rules, policies and procedures regarding employee management. Actively promote a culture of safety in the work area. Understand and monitor the effective implementation of Property Services divisional safety programs, policies, and procedures. Keep abreast of innovative technology and developments within the maintenance industry and encourage staff to be innovative and financially responsible in maintenance and repair solutions. Manage outside service contracts as required for the operation, maintenance and repair of city fa ilities. Consult with other City staff as appropriate. Service areas include: Building automation (HVAC) services, Fire and elevator monitoring, water treatment, HVAC services etc. WORKING CONDITIONS: Exposure to extreme temperatures, chemicals, dust, dirt and noise. Required Qualifications Minimum Education Bachelor's Degree in facilities Management, Maintenance Management, Engineering, or Equivalent Minimum Experience Six years of progressively responsible experience in Facilities maintenance and operations with at least two years in maintenance management and two years at a management or supervisory level. Six months using maintenance/asset management software Facilites management trades that have included experience in negotiations, general contracting, construction management, site inspections, and supervisory experience. Preferred Additional Qualifications 4 years concurrent computerized maintenance management (CMMS) experience with planned, preventative and predictive maintenance, capital and corrective work planning, key performance indicator development and active monitoring Licenses/Certifications Valid Driver's License Equivalency Associates degree and/or technical certificates in HVAC, Facility operations and maintenance, maintenance management and reliability centered management with 8 years of additional directly-related progressive experience with multizone, vav air conditioning, ventilation and chiller systems, facility automation, process control systems, computerized maintenance management systems and facility envelope systems.
