Federal Reserve System Manager, IT- Quality Assurance in Minneapolis, Minnesota

The Federal Reserve Bank of Minneapolis is looking for an experienced Manager, of Information Technology (IT)- with a focus on Quality Assurance for our TRIM program.

As the Manger of IT- Quality Assurance, you will be responsible for providing thought leadership for the quality team and leading Quality Engineers and testers within the TRIM program. You must bring a deep technical background specializing in quality assurance while also being a strong collaborator and communicator. In this role, you will be responsible for establishing quality strategy and provide direction and guidance to quality engineers. You will also be responsible for shepherding the team towards successful on time delivery of projects and other ongoing deliverables. Your role requires building strong partnerships with product, development, information security and other dependent teams to ensure quality team deliverables meet expectations.

Onsite work is an essential function of this position, and you are expected to be in the office three (3) days per week for meetings and team collaboration.

Responsibilities:

  • Direct and coordinate the activities of the automation and manual test engineers to ensure minimal defect leakage into business and production environments

  • Managequality team activities including automation, tool administration,requirement decomposition for test cases and acceptancecriteria.

  • Participate in scrum meeting as appropriate.

  • Establish quality metrics and reporting dashboard for the team and stakeholders

  • Oversee staffing, performance management, staff development, salary recommendations, and terminations.

  • Support official staff in the effective and efficient administration of the department, which includes planning and ensuring resource alignment, and developing and monitoring operational performance metrics to ensure on-time delivery meeting business objectives.

  • Provide program leadership with a variety of written communications including status reports on projects and objectives, presentations, and detailed analysis of test issues and solutions.

  • Presentdefect root cause analysis, defect and project status updates to department and program leadership.

  • Lead quality process improvement efforts.

  • Serve as project leader and/or facilitate team efforts on highly complex System and local projects.

  • Partner with the QA Architect to lead the design, development and implementation of tactical and strategic technical solutions that support the overall quality strategy and program.

  • Partner with the QA Architect to lead the definition of quality assurance development guidelines and standards to be utilized in development and/or integration initiatives.

  • Champion and communicates quality and testing strategies and best practices to engineering teams and other stakeholders.

  • Collaborate and influence governance bodies to shepherd the development of quality assurance standards and policies.

  • Proactively identify and explore innovation and/or continuous improvement opportunities.

  • Maintaina high level of knowledge of technical, operational, and policy issues relating to the industry and provide a high-level of application and/or operational expertise.

  • Serve as a resource and adviser to business areas, information technology staff. and FRS business constituents on IT support, services, and solutions.

Qualifications :

  • Bachelor's degree in computer science,Management Information Systems (MIS) or a related field AND eight (8) years of experience in software engineering and architecture disciplines.Of the eight (8) years, must have at least 5 years of experience leading a Quality team OR amaster's degree in computer science, Management Information Systems (MIS) or a related field AND six (6) years of experience in software engineering and architecture disciplines. Of the six (6) years, a minimum of must have (5) years of experience leading a Quality team.

  • Must be a thought leader.

  • Must have experiencein establishingstrategy and executing on the strategy for the Qualityteam.

  • Deep understanding and experience on quality in software, ways to test, metrics, and best practices.

  • Must bring experience and asound understanding of scope of applications from business rules to the technical architecture in order to assess and identify gaps or optimization opportunities.

  • Experienceto assess risks in software quality and metrics and direct quality efforts accordingly.

  • Experience in defect management, defect tracking and quality metrics reporting.

  • Experience with hands-on development on test automation.

  • Experience ensuring quality in all facets of architecting, designing and implementing large scale, enterprise, services-oriented systems and web applications in an agile environment.

  • Must be well-versed in continuous integration and continuous delivery (CI/CD) practices and automation methodologies.

In addition to meeting the above education and experience , the follow ing skills are highly desired:

  • Strong background with Agile, DevSecOps and other modern Product Management disciplines/methodologies is desired.

  • Deep knowledge and hands-on experience with testing tools such as Cypress, Selenium or similar tools.

  • Experience with AWS.

  • Excellent oral and written communication skills; demonstrated leadership, mentoring, coaching and/or staff development skills; strong interpersonal skills; and demonstrated organizational and planning skills.

  • Excellent analytical and problem-solving skills.

  • Advanced proficiency with standard business productivity applications and software (i.e., Microsoft Office Suite).

Additional Information:

Salary Range: $135,000 - $168,749 - $202,500 Annual

Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity .
