City Of Minneapolis-Human Resources Supervisor Engineering Technician II in Minneapolis, Minnesota

Position Description Manage the function of a unit in the Public Works Department, managing customer service relationships and supervising staff, and perform high level technical work in support of public works functions. This posting is for the position that leads and oversees the Lane Use Permit team for the Traffic and Parking Services Division of Public Works. The position supervises a team of four employees who review, approve, and provide inspections for obstruction permits. Work Location: This position currently works on-site only. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities * Manage the function of an office or unit, supervising staff responsible for permits and fee collection and accounting required by City Ordinance and/or policies; i.e., tapping permits, water cut-off permits, signing demo permits, etc.; water service liens; outstanding water bills; and supplying information on water service connections and water main locations; lane use and traffic obstruction permits, traffic sign use, etc. * Represent the Public Works Department in meetings with engineers, consultants, contractors, and the public regarding City standards and legal requirements for proposed work, including lane closure permits, erosion control plans and permits, etc. * Coordinate with engineers, consultants, property owners and Public Works divisions any work required, such as lane closures, traffic obstructions, installation of water mains, etc. * Ensure that proposed plans and specifications meet Federal, State, and Local requirements, * Review proposed construction plans and communicate requirements and restrictions that will apply in order for a permit to be issued and what is required for approval of plans for new developments and buildings to avoid conflicts with the City requirements. * Monitor work to ensure compliance and issue stop work orders when appropriate or contact the correct parties to initiate corrective action (lane closure and erosion control, etc.) * Supervise staff engaged in technical and administrative work, monitoring construction activities and enforcing standards, explaining assessment procedures, inspecting facilities to determine condition and make recommendations, providing technical support such as assisting in developing proposals, plans etc. * Coordinate and perform inspections and reviews of installed and/or finished products to ensure compliance with standards or to assess current status (e.g. Water Main Corrosion, Paving Projects, and other construction projects). * Handle public relations, complaints, and controversial developments regarding the activities of unit supervised, making decisions as to how to proceed and working toward resolution. * Act as a 'lead' liaison on projects for the City of Minneapolis done by private contractors, communicating requirements, standards and ensuring quality. Working Conditions: Office and fieldwork Required Qualifications Minimum Qualifications: Associate Degree in Engineering Technology or equivalent Minimum Experience: Three years of related experience Licenses/Certifications: Driver's License to operate City provided vehicle. Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Desirable Qualifications -- Language Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao. Desirable Qualifications -- Cultural competency Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed n the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (80%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities * Thorough knowledge of State and Federal laws, City Ordinances and City Codes as they apply to work of area to which assigned. * Considerable knowledge of civil engineering design principles, computer operations, surveying and technical issues related to construction and repair work. * Knowledge of modern supervisory techniques. * Strong technical knowledge in the area assigned. * Good knowledge of and ability to perform mathematical calculations. * Ability to plan and carry out detailed assignments and investigations, and to put together civil engineering and statistical data. * Strong written and verbal skills and ability to produce reports * Strong interpersonal communication skills.
