Your role

As a member of the T&I Governance and Engineering PMO, you will lead complex projects that are at the heart of CBC/Radio-Canada’s mission.

You are an exceptional leader and communicator, with experience in delivering large-scale projects that impact multiple groups and stakeholders. You are able to work with diverse groups of stakeholders and find optimal solutions to seemingly-conflicting needs and requirements. You have solid project management skills and an understanding of what is involved in projects that involve the acquisition, customization, configuration, validation, integration, and transition of business application or infrastructure systems. You use a PMI-based approach, methodologies and documentation for the projects you lead and have experience working with 3rd party solution providers and internal teams of users, analysts, developers, testers, including customer groups.

The opportunity

CBC/Radio-Canada has large-scale projects that involve and impact multiple stakeholder groups, systems, and data.

Primary Duties and Responsibilities

Lead the Project

  • Ensure common understanding among stakeholders and provide appropriate and timely information to the steering committee for decision making to ensure effective and efficient project delivery;

  • Communicate with, and support clients to enable community support for the project and to solicit input to improve the project;

  • Promptly address issues and take necessary corrective actions.

Plan the Project

  • Planning of implementation phase including update/development of project definition documentation;

  • Governance, Organization, R&R, Benefits, Scope, Stakeholders, Communications, Approach, Risks, Budget, Financial Forecast, Schedule, etc.

Organize the Project

  • Ensure that project activities operate as per the policies and procedures of CBC/Radio-Canada and comply with all relevant legislation and professional standards;

  • Ensure that project methodology is based on best practices;

  • Staffing and Team Management in consultation with the steering committee and resource managers.

  • Provide leadership and guidance to the project team, instilling strong collaboration and effective communication

Execute, Monitor & Control

  • Project monitoring, controlling, and reporting including scope, change, communications, financials, information, procurement, quality, schedule, risks & issues, quality, and resourcing;

  • Ensure that the project operates within the approved budget, schedule and quality criteria;

  • Ensure that all project records are readily available, accurate and current; develop status reports on the project for management and for stakeholders;

  • Identify and evaluate risks associated with project activities and implement mitigation strategies;

  • Establish and implement a benefit measurement process, start measuring early benefits and transfer this practice to a permanent CBC/Radio-Canada committee.

We are looking for a candidate with the following:

  • Bachelor’s degree or equivalent experience and training.

  • Seven (7) or more years of experience in project/program management, with at least two (2) years on complex / major projects.

  • Resource/team management experience - an asset..

  • Experienced / familiar with traditional / waterfall, Agile, and hybrid project methodologies and best practices.

  • Experience with CBC/RC organization - a strong asset.

  • PMP certification or equivalent.

  • Bilingual (English/French).

  • Strong leadership skills: positively influence others to achieve results that are in the best interest of the organization.

  • Strong communication skills: speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques that are appropriate for the audience, situation, and desired outcome.

  • Ability to understand stakeholder needs, navigate seemingly-conflicting requirements, and manage expectations.

  • Dynamic, collaborative, team-oriented, results-driven.

  • Negotiation skills (internal and external) - a strong asset.

  • Experience in delivering large IT/technology projects
