Consumers Energy Senior Permit & Zoning Agent in MULTIPLE LOCATIONS, Michigan

Location:

This position is preferred assigned onsite at One Energy Plaza located in Jackson, MI but other Consumers Energy Service Centers located throughout Michigan’s lower peninsula may be considered as well due to the amount travel throughout Michigan required with this position (40% travel). The selected candidate must be within a commutable distance from those locations or willing to relocate (relocation package is available for those that qualify).

We are looking for: Sr Permit & Zoning Analyst

The Senior Permit and Zoning Agent will be responsible for leading the zoning and rezoning efforts for Gas, HVD, Generation, Facilities and Renewable work streams. This position will assess the impact of zoning rules and regulations and work with the project team to develop a strategy to ensure project success. The Permit and Zoning Agent will be the responsible party for the proper submission and acquisition of all permits under the responsibility of Real Estate Acquisition within assigned work streams. The Permit and Zoning Agent will be responsible for fostering and maintaining positive relationships with local municipalities, governmental agencies, and railroads. This position will serve as the zoning and permitting expert for project teams within assigned work streams and will be responsible for the management of contractor resources on an as needed basis.

The knowledge and skills involved with this position include but are not limited to:

  • Bachelor’s Degree in Business, Real Estate, Land Planning or Law with a minimum of four (4) years’ experience in utilitypermitting,renewableand/orutilityzoning,landuseplanning,realestatenegotiations, and communityaffairs/engagement

  • [OR] Associate degree in Business, Real Estate, Land Planning or Law with a minimum of eight (8) years’ experience in utilitypermitting,renewableand/orutilityzoning,landuseplanning,realestatenegotiations, and communityaffairs/engagement

  • [OR] High School Diploma with a minimum of twelve (12) years’ experience in utilitypermitting,renewableand/orutilityzoning,landuseplanning,realestatenegotiations, and communityaffairs/engagement

In this role, you will be responsible for:

  • Prepare applications and negotiate for and obtain applicable permits from railroads, federal, state and local land management agencies for gas and electric utility facilities

  • Prepare DOT and railroad permit applications for utility facility crossings and longitudinal encroachments. Prepare or assist in preparation of other local and state permits as required

  • Represent the company before federal, state and local regulatory and land management agencies, boards, planning commissions and councils

  • Prepare project descriptions and summaries, respond to date requests and make presentations to the governing jurisdiction's representatives in public meetings in order to obtain approval for projects

  • Lead the creation and maintaining relationships with cities, counties, municipalities, railroads, state agencies and public works departments and serve as the project permit and zoning expert at community open houses and public events

  • Serves as the project Permit and Zoning expert at governmental meetings by leading discussions and negotiations related to zoning for renewable and other utility projects

  • Read and interpret complex real estate documents (to include leases, licenses, transfer documents, and partial interests) legal descriptions, construction related drawings, and local and state statutes. Must be able to assess the impact to projects and have the ability to create detailed mitigation strategies to combat level of impact

  • Provide clear and accurate communications, discussions, negotiations with stakeholders including preparing and performing presentations for external stakeholders and outside agencies

  • Manage the permit application process and annual permit process, while also handling negotiations with Michigan Department of Transportation, Federal Aviation Administration, Michigan Department of Natural Resources, Railroads, local government and state agencies

  • Responsible for the creation and execution of complex project zoning and permitting strategy
