THIS REQUISITION WILL FILL VACANCIES IN EITHER THE COUNTY COMPLIANCE OR DEALER COMPLIANCE BRANCHES OF THE COMPLIANCE SERVICES SECTION. THE SELECTED CANDIDATE MUST RESIDE WITHIN A 1-HOUR COMMUTE OF THE AUSTIN, DALLAS, FORT WORTH, HOUSTON, OR SAN ANTONIO REGIONAL SERVICE CENTERS WITHIN THE STATE. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries. The selected candidate will perform complex (senior-level) compliance analysis work in the Compliance Services Section of the Enforcement Division at the Texas Department of Motor Vehicles (TxDMV). They will coordinate programs and monitor activities that enhance compliance with motor vehicle laws, regulations, agency policies, and procedures at motor vehicle dealer or county tax office locations. They will provide training and guidance to Inventory and Compliance Specialists. They may conduct compliance reviews at dealer and county tax office locations. The candidate will report to the manager and work under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The job will entail 50% travel, primarily during working hours, with some overnight travel. ESSENTIAL DUTIES Coordinates and collaborates with management in program planning, development. implementation, analysis, and documentation of section programs. Intermediate proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Teams applications is required. Provides input into the development and revision of section policies, procedures, and rules. Conducts training and guides others in integrating new or revised methods and procedures. Oversees and reviews internal compliance reports through electronic databases. Provides feedback to compliance specialists on report content and reports performance issues to management. Supervises the work of others. Trains, leads, and prioritizes the work of other compliance specialists. Performs complex compliance reviews of motor vehicle dealer and/or county tax assessor-collector locations for conformity with Texas laws, rules, and regulations through a combination of desk and on-site methods. Performs statistical data sampling through Department reports to identify compliance issues and potential fraud schemes. Identifies training opportunities and refers issues to appropriate management. Compiles, reviews, and analyzes transaction data to verify documentation aligns with established Department policies. Tallies inventory and evaluates the security of motor vehicle license plates at motor vehicle dealers and county tax assessor-collector locations. Examines motor vehicle dealer premises for adherence to established rules and regulations. Prepares and presents written and/or oral reports on compliance issues for management and other staff. Develops and maintains contact/visit logs and productivity reports of compliance activities. Conducts and coordinates training with both internal and external stakeholders. Provides training through classroom and distance learning environments. Acts as division liaison with internal and external stakeholders to provide guidance and support during active investigations. Attends work regularly in compliance with agreed-upon work schedule. This position must be able to report to TxDMV Austin headquarters as necessary. Travels approximately 50% of the time. May involve overnight travel. Travels by ar and/or plane. Performs other job-related duties as assigned. MARGINAL DUTIES Collects, delivers, or moves computer equipment. mail, files, license plates, or other items weighing up to 50 lbs. each. Qualifications: Education and Experience EDUCATION Bachelor's degree from an accredited college or university or the U.S. equivalent, with major coursework in business, public administration, finance, accounting, statistical analysis, research methodology, criminal justice, or liberal arts. If you possess a liberal arts degree, you must also have a professional certification, such as a Certified Public Accountant (CPA} or a Certified Fraud Examiner (CFE}. EXPERIENCE Five (5) years of experience in compliance analysis or monitoring, legal analysis, strategic planning, auditing, investigations, or related activities. In addition, the candidate must possess two (2) years of experience conducting county compliance reviews or motor vehicle related investigations. Education and experience may be substituted for one another. (Education requirements may be satisfied by full-time experience or the prorated part-time equivalent). PREFERRED EXPERIENCE Experience with license plate inventory management. Experience with licensed motor vehicle dealer related policies and procedures. Experience with Texas motor vehicle title and registration policies and procedures. Moderate experience in training others. Moderate experience in communicating with internal and external stakeholders, including elected officials, law enforcement, and other government agencies.
