Description of Work

The Engineering Supervisor II position will serve as the Resident Engineer for the Nash Construction Unit within Division 4. This position is responsible for contract administration of major construction projects to ensure timely delivery and budget compliance and supervision of employees engaged in the inspection of these projects, to include Construction Engineering & Inspection (CEI) personnel, to ensure quality work and safety. Contract administration includes communicating daily with contractors and construction office staff; settling project issues through Supplemental Agreements and Claims as needed; creating and monitoring project records (correspondence, estimates, daily reports, project material certification), responding to inquiries from the public, local government and news media; scheduling and leading various meetings with contractors, employees and other stakeholders; and performing project final inspection and warranty reviews. Supervision of CEI personnel includes selecting based on needs & available candidates, monitoring performance and approving timesheets.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of contract administration to ensure projects are constructed in accordance with the Department’s Specifications, Standard Drawings and Policies

  • Experience in performing engineering analysis on complex contract administration issues, and the timely approval/denial of these issues through Supplemental Agreements and Claims

  • Experience in supervising subordinate employees, to include supervision of Construction Engineering Inspection personnel to meet Department goals

  • Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups

  • Experience in the management of multiple projects and directing multiple work crews

Additional Expectations:

Ability to apply engineering principles to difficult or complex engineering problems and make sound recommendations and decisions. Ability to independently communicate well both orally and in writing. Understanding of general departmental policies and procedures and their application.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
