Position Description

This position announcement is for Program Manager 1 - Grant & Contracts, a full-time Civil Service position in Juvenile Court. In this role, Juvenile Court seeks to obtain and maintain resources necessary for fulfilling the mission of Juvenile Court.

Davidson County Juvenile Court’s mission is to prevent problems, promote the positive potential in all people, and pursue fairness and hope.

Typical Duties

  • Oversees the management of all grants and contracts awarded to Juvenile Court, focusing on fulfilling the court's mission.

  • Monitors grant and contract spending to ensure timely required reporting, and complete annual recurring grant applications.

  • Establishes and maintains contact with representatives of all Juvenile Court grant or contract agencies and funding recipients.

  • Reviews contracts and funded programs as required, ensuring compliance with terms and conditions.

  • Monitors local, state, and federal grant funding announcements to identify opportunities that align with Juvenile Court's mission.

  • Analyzes potential funding opportunities to inform strategic decision-making for programs.

  • Completes grant applications as approved by Juvenile Court Administration.

  • Serves as Juvenile Court's liaison with Metro's Division of Grants Coordination to ensure compliance with all Metro requirements for grant applications and contract execution.

  • Works with Metro's Division of Grants Coordination to maintain accurate records for Juvenile Court grants.

  • Prepares comprehensive monthly and/or quarterly grant and contract reports, including outcomes and progress of all department grants.

  • Attends Metro Council Budget and Finance and/or other Council Committee meetings when Juvenile Court grant and contract matters are on the agenda.

  • Directly manages the implementation and ongoing operation of grant and contract programs.

  • Oversees the selection process for grant program manager positions and/or community agencies contracted to implement grant-funded programs.

  • Performs other duties as assigned by Juvenile Court Administration.

  • Stays informed about changes in grant regulations and policies that may affect Juvenile Court's funding opportunities.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Master's Degree from an accredited college or university and two (2) years of supervisory and/or administrative experience.

OR

Bachelor's Degree from an accredited college or university and four (4) years of supervisory and/or administrative experience.

Candidates with accreditations earned in a foreign institute are encouraged to apply.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Two (2) years experience in grant management, grant writing, and administration, which includes familiarity with federal, state, and local funding sources

  • Knowledge of grant regulations including understanding of grant funding policies, procedures, and compliance requirements, along with the ability to navigate grant tracking systems and databases
