United States Fleet Forces Command Deputy Director for Operations in Naval Base, Virginia

Summary You will serve as a Deputy Director for Operations located in the Command, Control, Communications & Information (C4I) (N6) Directorate of Atlantic Submarine Force Operations Component on the staff of Commander Submarine Force TASK FORCE 82. Responsibilities You will be responsible for all communications and information support to JFMCC-STRAT and the Assistant Chief of Staff (NATO) for Command, Control, Communications, Computers and Intelligence (C4I) on the Staff of COMSUBLANT. You will be responsible for the proper satellite beam positioning and positive control of assigned electromagnetic spectrum resource allocation. You will be responsible for acquisition of Atlantic Submarine Force Ultra High Frequency (UHF), Super High Frequency (SHF), and Extremely High Frequency (EHF) resource allocations to support world-wide submarine operations. You will manage and direct Atlantic Broadcast Keying Station (BKS) operation administration, training and casualty restoration of LBUCS enabling message delivery to world-wide transmitter sites. You will provide guidance, training, and authoritative direction in support of Nuclear Command, Control, Communications (NC3) inspections and operations. You will promulgate information, guidance and direction required to ensure continuous uninterrupted communications circuits. Identifies training needs for maintenance technicians. You will direct, coordinate, and oversee work through subordinates. You will delegate work and monitors work progress. You will act as the liaison between staff and higher management. You will ensure all internal 4 policies and practices are consistent with EEO and Diversity policies. You will fully cooperate and participate in the development of any EEO and Diversity Affirmative Action. You will be responsible to lead innovation and testing for next generation communications systems including transition to EHF Extended Data Rate (XDR) and next generation Polar capability, UAC2, and multiple passive communications circuits. You will manage and track system hardware and software upgrades, coordinating with multiple organizations and stakeholders, to include DOD, Navy, and Air Force. You will manage multiple BCA preventative maintenance work centers to include Electronics Maintenance Division and Network System Administrators. Directs contractor BCA network engineers, and technical assistance teams. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Experience with operational and technical knowledge and understanding of Nuclear Command, Control, Communications (NC3) operations, Submarine Broadcast Control Authority (BCA) management, procedures, and operations. (2) Experience and understanding of communication and information exchange requirements; end user and senior decision-maker perspective, related user requirements to available technology, processes, and potential new application of existing capability. (3) Experience and mastery knowledge of project management application and program intergration to include the use of project management software/applications. (4) Experience and mastery knowledge of VLF, LF, HF propagation characteristics, environmental effects, system coverage limitations and maintenance requirements to include Allied, GENSER, and Special Intelligence (SI) Submarine Broadcast circuits. (5) Experience and mastery knowledge and understanding of policy guidance related to telecommunications management, message writing, and organizational requirements for daily distribution and delivery of message traffic. (6) Experience and mastery knowledge of systems program office organization, technical repair facilities, technical test facilities, squadron repair agencies, to provide direction for repairs, testing, maintenance, and analysis of installed systems. (7) Experience and technical understanding of information assurance and network operations to supervise watch stations who hold positions in the Cybersecurity Workforce.
