Military Sealift Command SUPERVISORY PROGRAM MANAGER in Naval Base, Virginia

Summary You will serve as a SUPERVISORY PROGRAM MANAGER in the Military Sealift Command (MSC), Directorate Ship Management (DSM), Special Mission Ships (PM2) of MILITARY SEALIFT COMMAND. Responsibilities You will be responsible for all matters under the cognizance of PM2 and participates with the Director, in the overall planning, direction, and timely execution of all program aspects such as budget, schedule, and developing long range work plans. You will be responsible for exercising delegated authority to oversee the overall planning, direction, and timely execution of the Special Mission Ships Program Office. You will be responsible for initiating and revising PM2 policy in response to changes in program requirements, levels of funding, or legislation. You will be responsible for providing technical advice to the Director in order to facilitate the formulation of overall strategic planning of the MSC Special Mission Ships. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working within all aspects of marine transportation, including ship chartering and contracting, commercial practices and capabilities, maritime laws, regulations, policies and procedures governing all aspects of commercial ocean transportation. Experience evaluating, reviewing or analyzing programs or program segments in terms of effective attainment of scheduled objectives, milestones, utilization of funds, delays, slippages, overruns or resolution of problems. Experience directing, planning or monitoring the daily readiness and material capability of all assigned mission ships. Experience initiating and/or revising policy in response to changes in program requirements, levels of funding, or legislation. Experience developing long range work plans, budgets and schedules to implement the program goals and objectives. A relocation incentive may be authorized. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
