United States Fleet Forces Command CONTRACT SPECIALIST in Naval Shipyard, Virginia

Summary You will serve as a Contract Specialist in the Submarine & Fleet Support Branch (451), Submarine & Availability Support & Fleet Support Branch (451), Submarine & Availiabilty Contracting Division (450), Contracting Office (400) of NORFOLK NAVAL SHIPYARD. Responsibilities You will evaluate and review reports, research errors or conflicting information in procurement documentation. You will provide developmental training in response to regulation, policy changes and specific areas of advising and assisting personnel on appropriate application of procurement policies and regulations. You will prepare, verify, abstract and control various procurement documents, files, reports or records. You will lead the role in developing contract strategy, considering the availability of funds, extent of competition, urgency, production lead time and delivery requirements. Requirements Conditions of Employment Qualifications GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience overseeing acquisition of systems or services where significant aspects are not covered by existing and accepted contracting policy and methods; Experience in managing and coordinating activities in order to maintain the status of, and to control, various contractual actions occurring concurrently to assure that these actions take place in a timely manner; Experience negotiating principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performance post award negotiations involving contract changes or modifications; Experience performing Technical Analysis as it pertains to contract awards; Experience performing detailed price and cost analysis principles and basic accounting practices as they apply to contract proposal evaluation and contract administration; Experience in knowledge of cost realism analysis, principles and legal guidelines. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. GS-12: No Educational Equivalent GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Successful completion of 3 full academic years of progressively higher-level graduate education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR A combination of experience and graduate education as described above that equates to one year of experience.
