Agriculture, Office of the Chief Financial Officer FINANCIAL OPERATIONS ANALYST in New Orleans, Louisiana

Summary This position is in the USDA, Office of the Chief Financial Officer (OCFO), Financial Management Services (FMS) Center, Financial Services Division, Agreements Management Branch at New Orleans, Louisiana. The incumbent of this position is responsible for researching and analyzing general ledger data utilizing financial management system queries and reports to ensure the timeliness, accuracy and integrity of the general ledger or to resolve specific issues as they arise. Responsibilities Performs complex analyses determining innovative solutions to improve operational flow of financial information. Utilizes a variety of query tools, databases or spreadsheet software to develop metrics and reports for analyzing trends, making decisions, and identifying issues. Assists Supervisor or accountant in planning and developing specific segments of financial analysis relating to the planning, development, implementation, and evaluation of financial policies, processes, methods, and procedures. Performs specialized assignments as the need arises with respect to finding solutions to complex general ledger and reporting issues. Develops and documents procedures, reconciliation step, and functional requirements for accounting and financial processes. Performs independent analyses and makes/implements recommendations for revisions and/or changes on existing processes or system modifications. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and/or specialized experience, as defined below. Specialized Experience GS-12: One year of specialized experience, equivalent to the GS-11 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Financial Operations Analyst. Such experience includes Reviewing, evaluating, and recommending improvements in financial methods and systems. Reviewing, evaluating, and implementing program policies and guidelines. Planning and coordinating with service and staff offices or external clients for financial program activities. Making formal and informal presentations to higher level management. Candidate should be able to upload Intra-governmental Payments and Collections (INTR) and Reimbursable Order No Advance (RONA) batch billing. Have Leadership experience. Experience in Processing Final Debt Notices (FDN), using Financial Management Modernization Initiative (FMMI) Systems, with SAP Graphical User Interface (GUI) System, Service Now Portal, with Microsoft Excel and familiar with Debt Collections. Time in grade: Merit promotion applicants holding or having held a GS-12 position in the past 52 weeks must meet applicable time-in-grade requirements. Applicants must have one year of specialized experience at the GS-11 level to be considered for the next higher grade. Time-in-Grade requirements must be met by the closing date of the announcement.
