The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.
The IT Technical Support Analyst will serve as the End User/Network Support Analyst for the Southeast LA Flood Protection Authority - East and the agencies within its jurisdiction (Orleans Levee District, East Jefferson Levee District, and Lake Borgne Basin Levee District). The incumbent will work with desktop related aspects like laptops, PCs, printers, scanners, and related peripherals to support the organization. The support analyst forms the front line of assistance for customers encountering problems or defects with products and programs. The End User Support Analyst will provide assistance to system users by responding to client queries, solving technical problems and retaining an organizational network, software and computer peripherals. The support analyst must possess sound judgment when resolving system, hardware and software problems faced by the clients. The understanding of Service Level Agreements (SLA's) are essential to this position. As a Network Support Analyst this role must maintain, resolve, and supervise the use of local-area-networks (LAN's) and wide-areanetworks (WAN's). In addition, this position must monitor the day-to-day operations of the SLFPA-E computer network. The incumbent must also interact with clients and team members to develop and deploy new security strategies to make sure that all systems and data are secure.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of experience in information technology.
SUBSTITUTIONS:
An associate’s degree in information technology will substitute for the baccalaureate degree.
Two years of experience or training in information technology will substitute for the baccalaureate degree. Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the
baccalaureate degree.
A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate
degree.
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.
A master's degree will substitute for up to one year of the required experience.
NOTE:
Multiple specialized degrees and/or master's degrees will substitute for a maximum of one year of required experience.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
NOTE:
Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from IT Technical Support Analyst 2 by the presence of advanced-level tasks relative to technical support activities that are outside of the scope of the Office of Technology Services.
Differs from IT Technical Specialist 1 by the absence of serving as a technical lead for technical support activities that are outside of the scope of the Office of Technology Services.

65% Network Technician / User Support
Assist client day-to-day functionality and efficiency
Provides technical support for desktops, printers, peripherals, telephone systems, and cellular devices
Configures, installs and maintains agency network infrastructure assets
Installs, maintain, resolve, and examine network cabling
Identifies, manage and resolve issues in a timely manner
Manages projects successfully on time and within budget
Responds to customer requests effectively and communicates with them to address issues
Input/update user information in an organizational system data store (Active Directory)
Conduct maintenance on user access for given technical applications for new, current and expired employees
Validates agency’s environment controls to ensure systems are operating securely and data is protected from both internal and external attacks. May consist of endpoint protections, data leak prevention, system configurations, processes, and account utilization.
20% Surveillance System Support
Installs and configure surveillance system components such as cameras, servers, prepare network switches, storage devices, wireless devices, equipment racks, cabinets, and environmental monitoring devices
Working with the agency’s Facilities team on new and existing surveillance infrastructure projects
15% Administrative
Meets and consults regularly with users, administrators, vendors, and supervisory personnel to discuss and resolve strategy, plans, administrative issues and problems
Attends and participates in professional conferences and seminars
Consults with the IT Program Manager regarding technology needs of the Southeast Flood Protection Authority – East
Preferred Qualifications:
Hands-on working experience with routers, firewalls, switches, VPN devices, wireless and other networking technologies, including TCP/IP, DNS & DHCP
Knowledge and ability to configure ACL, routing and firewall rules
Knowledge of network security concepts and best practices
Knowledge of local and wide area networks
Ability to understand network monitoring concepts and best practices
Skill in monitoring network capacity and performance
Working experience with VoIP systems
Advanced understanding of Desktop and Server operating systems (Microsoft Windows 10,11, Linux, MS Server 2016 through 2022)
Working experience in a Remote Desktop / Terminal Server environment
Working knowledge and experience with network cabling & wiring specifications and fiber optic cables
