This vacancy will be filled by promotion of a current permanent classified employee of The Port of New Orleans Port Commission. Incumbent may be required to start a new probation appointment or may be required to serve a trial Detail prior to being permanently promoted.

Starting salary depends upon qualifications:

$17.18/hr. to $30.92/hr.

THIS VACANCY QUALIFIES FOR $1.50/hr. PREMIUM PAY

Premium pay is additional pay provided to employees for each hour actually worked.

Job Concepts

FUNCTION OF WORK:

To assist in the repair and maintenance of Port office buildings, properties, facilities, docks, railroads, transit sheds, grounds, and appliances and to become familiarized with the operation and maintenance of mobile equipment used in these maintenance operations.

LEVEL OF WORK:

Entry.

SUPERVISION RECEIVED:

Direct from Port Facility Maintenance Foreman.

SUPERVISION EXERCISED:

None.

LOCATION OF WORK:

May be used by all Port Authorities.

JOB DISTINCTIONS:

Differs from Port Facility Maintenance Specialist 2 by the absence of sufficient knowledge and skill to operate equipment and machinery and ability to perform maintenance tasks.

Port Facility Maintenance Specialist

Waterfront Inspection Department

This position serves as a Port Facility Maintenance Specialist in the Sounding & Inspection Department of the Port of New Orleans Maintenance Division.

This position participates in the required PORT training program and obtains additional training in order to facilitate the efficient performance duties and/or required tasks. This is a safety sensitive position that requires random drug screening throughout the year. The incumbent is required to possess a valid Driver’s license, Class E and must obtain a class A CDL within the agency’s probationary period. The incumbent must be knowledgeable and capable of the safe operation of various types of equipment required to fulfill the needs of the position and the PORT. The incumbent is required to have knowledge of the use of a UHF radio, which requires proper radio etiquette. The incumbent shall utilize a telephone, cellphone, two-way communication device, computer, and e-mail to facilitate communications if required. The incumbent must be able to perform duties many times without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise.

50% Operates Machinery/Survey Vessel Operations

Operates UDV-11, the Port’s sounding and inspections vessel in order to perform sounding inspections, wharf inspections, Fender Pile inspections and other as-needed inspections as assigned. Operates all electronic equipment aboard the vessels including computers and software required to collect sounding and inspection data. Operates Marine generator, conducts fuel transfers from dredge fleet to Sounding vessel, facilitates docking of vessel by performing all forms of deckhand duties, facilitates maintenance and repairs by transporting trailered vessel service repair shops (CDL required for trailer transport).

15% Equipment

Performs operational checks and all periodic and routine maintenance of the underwater survey vessel including motors and associated equipment. Assists with the asset management of department equipment. Makes minor repairs when required. Operates heavy equipment as needed so as to facilitate inspection duties.

20% Dredge Assistance

Serves as deckhands, deck mates and dredge engineers as needed to facilitate Dredge Operations. Employee, if properly credentialed, serves as a backup Marine Operator for dredge fleet. *Employee will gain “sea time” by working and training on the dredge. *

5% Survey/Inspection data Collection and Processing (Training)

Employee shall train to become proficient in Pre-Survey processing, surveying/collection, and post-survey processing to be able to serve as a backup when needed.

5% Safety and Loss Prevention Management

Participates and follows in all Port safety practices, programs and policies. Take corrective action to eliminate all deficiencies noted on safety inspections. Actively participates in the Port’s JSA program. Promotes and helps foster a culture of safety with all employees and co-workers.

5% Other Duties, Including Emergency Support

Incumbent is required to perform a variety of tasks and assignments, as directed by the supervisor, necessary to fulfill the mission of the Waterfront Maintenance Department and/or Port Maintenance Division, including but not limited to other work as directed during emergencies and natural disasters, etc.
