Position Objective:

This position will d irect and manage crew scheduling to reduce lost time and increase employee availability to ensure adequate staffing levels to safely meet the Transportation Department’s Train and Engine (T & E) service needs. Responsible for coordinating and scheduling annual qualification training for all T & E employees including, but not limited to Book of Rules, Recertification , NORAC Rules Conductor Flag Class , and Territorial Qualifications. Partner with all stakeholders to effectively manage the return of Conductors and Engineers to active duty.

Responsibilities:

  • Work with the Office of System Safety to ensure random drug and alcohol testing is processed per Federal Railroad Administration (FRA) procedures and guidelines.

  • Coordinate with field Supervision on all operational incidents resulting in reportable injuries to T & E employees.

  • Direct the Restricted Duty Program in coordination with Occupational Health Services, Risk Management , and Field Operations.

  • Provide support to the Superintendent of Crew Management in the development of short-term/long-term crew availability initiatives and forecasts. Review and approve changes to scheduled demand and as necessary prepare and present documentation in support of availability initiatives to both internal and external customers.

  • Manage the scheduling/execution of mandatory training programs to assure conformance with established agency and FRA guidelines. Develop and maintain access database or similar tools to facilitate the tracking of T&E training and qualifications to ensure regulatory and corporate compliance. Develop mitigating strategies to ensure that all T&E employees who were absent from scheduled training due to inclement weather, unusual occurrences, and other possible service-disrupting events are rescheduled, to maintain mandated training requirements. Perform periodic audits to ensure licenses, medicals , and qualifications are within MNRR & FRA guidelines.

  • Develop, monitor, and regulate lost-time metrics to provide trend analysis for regular review of availability, including but not limited to scheduled vs. actual time, Paid for Not Work, and HR2095 – Hours of Service. Adapt methodologies to meet changing regulations and operational needs.

  • Ensure regular review and implementation of proper procedures with Occupational Health Services for the return to work of T&E employees.

  • Collaborate with the Department of Hearings and Investigations to ensure adherence to MNR policies. This includes but is not limited to, review and analysis of employee attendance, removal from service due to noncompliance, or violations, as well as monitoring and updating the Attendance Tracking System (ATS) and Discipline Tracking System (DTS systems.

  • Select, develop, and motivate personnel within the department. Provide effective career development, coaching, and counseling for subordinates. Responsible for reviews of staff performance and discipline/termination of employees when necessary. Create a professional working environment that respects individual differences, enables all employees to develop and contribute to their full potential, and fosters a positive employee relations climate that ensures Metro-North principles, policies , and programs are consistently practiced.

  • Provide supervision and guidance to the CMC workforce and support CMC management colleagues to meet daily operational needs.

  • Direct safety audits and inspections of our office location to ensure the workplace meets compliance standards.

    Required Knowledge/Skills/Abilities:

  • Excellent oral and written communication skills.

  • Excellent interpersonal skills and the ability to collaborate and build effective working relationships with others.

  • Excellent organizational and analytical skills.

  • Working knowledge of Microsoft Office Suites and/or comparable PC applications.

  • Working knowledge of CMS or related software; must gain functional level skills of CMS within 3 months of hire.

    The following knowledge/skills/abilities are preferred:

  • Working knowledge of operating rules and crew availability program.

  • Working knowledge of MN’s Safety Program.

    Required Education/Experience/Training:

  • Bachelor’s Degree in Transportation, Business, Public Administration, or related field. Demonstrated equivalent education, experience, or technical credentials to include four (4) additional years may be considered in lieu of a degree.

  • Minimum of five (5) years of progressively complex experience in crew scheduling, crew planning, service planning, employee availability, absence management, transportation operations, project management, or directly related experience in a Transportation environment.

  • Minimum of three (3) years experience managing a diverse workforce.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
