The Accountability Office (AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA). Within AO, the Centralized Data Entry (CDE) Unit receives all case transactions processed using the Paperless Alternate Module (PAM) from Cash Assistance (CA) and Non-Cash Assistance (NCA), Supplemental Nutrition Assistance Program (SNAP) Center staff as well as all ancillary sites that process CA and SNAP transactions. CDE is the only program authorized to process case actions, including error corrections, directly into WMS from PAM

The Centralized Data Entry(CDE) unit is recruiting (1) one PAA III to function as an Assistant Manager, who will:

  • Monitor day-to-day program activities by personal observation. Oversee/prepare daily, weekly, monthly, quarterly reports. Manage large scale projects, adhere to implementation plans caused by any

    changes to laws, amendments and administrative directives.

  • Assess staffing requirements necessary to complete implementation plans on schedule. Oversee the supervision of staff in the duties required by the project plan and a qualitative standard of work

    performance for all staff members. Review and determine workload and case accuracy.

  • Liaise between other programs and offices (Job/SNAP/Ancillary centers, Sub-Imprest Fund, Paperless Evaluation and Appraisal System (PEAS), ITS, CityTime and Office of Disciplinary). Provide

    direction, facilitate good working relationships, convey information and promote cooperation to enhance achievement of mutual, interdependent work objectives.

  • Conduct monthly meetings as needed with the Program Area Managers (PAM) and Operations Supervisor to ensure program objectives are met.

  • Recommend PAM and workflow enhancements to management to improve productivity.

  • Oversee training needs of staff. Ensure mandated/required trainings are completed within specified timeframes. - Rate and evaluate job performance of immediate staff. Review subordinates’

    attendance to ensure adherence to time and leave rules and regulations. -

    -Ensure timely completion of PEAS activity for all subordinates. Hold conferences with subordinates regarding disciplinary issues. Prepare disciplinary packets.

  • Provide training to staff as needed. - Interview/rat e candidates from hiring pools and structured interviews for Principal Administrative Associate, Clerical Associate. Participate in Informational

    Sessions.

Salary Range $64,137.00 - $73,758.00

Work Location: 375 Pearl Street, New York, NY 10038

Hours/Schedule: 9-5 M-F

Qualifications

  1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

  2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

  3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

  4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
