Job Description

Division/Program Summary Description:

The unit is comprised of 2 programs: Triage and Community Response. Triage was established to support the referral process for both the HEAT and Co Response programs within the unit. The triage desk serves as the “air traffic control” for the entire unit. CRU was developed to address individual and community mental health needs at the intersection of public safety and behavioral health. CRU employs behavioral health professionals and peers (persons with lived experience in mental health substance use, and/or criminal legal system) to engage and support communities in the aftermath of events that may present with widespread experiences of trauma; and individuals with mental health, substance use, co-occurring disorders, and other health-related issues who may benefit from short-term engagement and linkage to care.

Position Summary:

The Executive Director, reporting to the Assistant Commissioner (AC) of BCAARE, is primarily responsible for leadership and management of the Community Response and Engagement Unit (CREU), overseeing all policy, programmatic, and personnel matters of the two programs.

Job Duties and Responsibilities:

  • Provide strategic direction and priority setting for the Unit.

  • Manage overall programmatic performance and develop corrective action plans to address issues and challenges as needed.

  • Lead and oversee unit activities to ensure operational success of programmatic initiatives.

  • Work collaboratively with other Bureaus/Divisions and other City Agencies to establish and implement referral pathways to and from Unit programs.

  • Actively create a culture of inclusion and collaboration within the Unit and Bureau, across the Health Department as needed, including to make sure the Unit’s vision and priorities are aligned with Divisional priorities.

  • Create sustainable, anti-racist and equity-focused processes and procedures to support ongoing implementation and growth and inter/intra Bureau collaborations.

  • Represent Bureau in a range of internal and external contexts including meetings and conferences with stakeholders, academics, city agencies, and community members.

  • Work closely with Bureau leadership as well as Unit staff to develop protocols, ensure quality research/data collection, and contribute to bureau policy agenda.

  • Serve as the principal advisor to the Assistant Commissioner for BCAARE on all issues related to the unit.

  • Ensure staff resources are allocated to liaise with program and operations units to guide data management, evaluation, policy, and communications.

  • Promote staff collaboration, foster teamwork, and encourage information exchange, within the unit, across the bureau, and across the agency.

  • Support staff professional development.

  • Other duties, as requested by the AC.

Preferred Skills:

  • Advanced degree in public administration, social work, public health or another related field preferred.

  • Experience managing programs.

  • Excellent organizational and leadership abilities.

  • Working knowledge of data analysis and performance/operation metrics.

  • Proven track record building cohesive and productive teams.

  • Creative problem-solver who excels working in fast-paced environment, is highly motivated and able to coordinate multiple projects/tasks.

  • The ability to think strategically around policy and program development related to the health needs of individuals in the criminal legal and behavioral health systems.

  • Strong understanding of intersections of a wide range of service systems (justice, education, law enforcement, homelessness, etc.) with behavioral health systems.

  • Experience creating and implementing new programs with focus on performance management & project development.

  • Ability to think globally, solve problems and have good decision-making skills, including critical thinking skills.

  • Experience applying a racial-equity, trauma-informed approach to public health care delivery.

  • Ability to build effective collaborative relationships with strong public speaking skills.

  • Proficient in computers, including Microsoft suite.

  • Expertise in the delivery of evidence-based/informed approaches to mental health intervention, treatment, recovery, and support services, including clinical care of people with mental health, substance use, physical health, and/or other social needs.

  • Demonstrated commitment to and experience with health systems, racial and health equity, social justice, LGBTQIA+ affirming, and antiracist approaches and frameworks.

  • Knowledge of or familiarity with the NYC criminal legal system.

  • Exceptional interpersonal and team-building skills.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
