Job Description

The New York City Department of Health and Mental Hygiene (DOHMH)'s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH's and NYC's ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR is responsible for coordinating agency-wide emergency preparedness planning, exercises and training, evaluation of incident response and exercise performance as well as coordinating with community stakeholders, city, state, and federal partners. OEPR envisions a healthy, resilient city in which all New Yorkers are able to achieve and maintain optimal and equitable health outcomes before, during, and after emergencies. OEPR's work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster. OEPR works to improve its application of a social justice and racial equity lens to its emergency preparedness and response work to ensure the most equitable post-disaster public health outcomes possible.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

This position will have the following primary duties, but not limited to: Manage the Distribution Planning Group, including one coordinator, creating and maintaining oversight of Group goals, objectives and milestones, and tracking through completion .

  • Manage partner warehouse relationship (DCAS), to ensure item (including Pharmaceuticals) maintenance and distribution planning, along with other readiness efforts, are built, maintained, and executed as required

  • Oversee the Distribution and item maintenance planning for all Bureau scenarios including: Collaborating with the Planning Group to ensure logistics plans support scenario-based operations, including o Identification and kitting (PIBs, CIBs, Radio carts) of items o Creating distribution plans and processes (routing, truck loading patterns, etc.) and testing those with CHS to - - Ensure understanding, readiness and facilitate enhancements as needed o Tracking and facilitation of testing and replacement of: ? Pharmaceuticals as part of the FDA's SLEP program ? IT Equipment (iPad, laptops, mifis, Radios) as part of a rotation program.

  • Lead the build and maintenance of first responder pharmaceutical caches, PHERN ADP, and other pharmaceutical distribution plans related to a large scale, MCM distribution

  • Liaise with IT to ensure proper execution of communications equipment maintenance (i.e. iPad updates, system upgrades, etc.), and other general IT requirements

  • Build and maintain the e-commerce ordering system to ensure system configurations, processes, updates and other requirements are current and efficient

  • Contribute to scenario planning efforts by building and maintaining field logistics resource requests and replenishment processes

  • Assist with the development, documentation, and testing of CHEFO ERG/ICS logistics roles, functions, responsibilities and coordination processes; participate in drills and exercises

It is expected that the Logistics Planning Manager will be a key member of the incident command structure during emergency.

PREFERRED SKILLS:

  • Three or more years' experience managing staff in an office setting supporting distribution or logistics operations

  • Experience working with a 3PL Warehouse and/or an inventory management system and liaising between the facility and programs

  • Strong project/program management skills with experience developing written reports, policy/procedures and executive-level briefings

  • Exceptional writing, communications, organizational and interpersonal skills

  • Experience working in emergency management is preferred.
